Job description

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: „EU For Public Administration Reform (EU4PAR)” in Bosnia and Herzegovina.

The overall objective (Impact) to which this action contributes is to contribute to the implementation of public administration reform in Bosnia and Herzegovina.

The specific objectives (Outcomes) of this contract are as follows:

  • Specific objective (Outcome) 1 is to improve the policy-making and planning system;
  • Specific objective (Outcome) 2 is to improve the overall organisation of public administration by improving accountability lines;
  • Specific objective (Outcome) 3 is to upgrade capacities of PARCO and PAR structure5 for a better steering of the Action Plan implementation, monitoring, strategic guiding of PAR process in line with the requirements of the accession process;
  • Specific objective (Outcome) 4 is to increase the knowledge of the EU integration process and role of public administration reform in it among the population in Bosnia and Herzegovina.

Your profile

Qualifications and skills:

  • As a minimum, a Master’s degree in a field related to the assignment, such as public administration, European integration, political science, economics, law. Doctor’s degree would be considered as an asset

General Professional Experience:

  • Preferably 15 but minimum 10 years of experience in development and/or implementation and/or monitoring of public administration reform policies

Specific Professional Experience:

  • Preferably 10 but minimum 5 years of experience as an employee in public administration institution in charge of Public Administration Reform in an EU member state or as an expert providing technical assistance to the institution on the same subject
  • Preferably 5 but minimum 3 years of experience leading the team in donor funded project(s)

Location information

The operational base (normal place of posting) shall be in Sarajevo.

Experts will be expected to spend all their allocated time in Bosnia and Herzegovina. Working days outside of the country of operations shall be accepted only if justified and approved in advance by the Contracting Authority.

Start date & period of implementation

The intended start date is September 2023 and the period of implementation of the contract will be 30 months from this date (min 450 working days – 82%)
