Following the adoption of the new UN Sustainable Development Cooperation Framework 2021-2025 (UNSDCF) and many significant developments which have unfolded in Bosnia and Herzegovina (BiH) since the 2019 Peace and Development Assessment (PDAt), the United Nations Country Team (UNCT) should carry out a new carefully considered multi-sectoral assessment of the current situation in BiH. It is essential that the UNCT and UN system maintain an informed strategic approach to its work in, and for, the country.
The assessment should ultimately provide the UNCT with a basis upon which to identify key risks and strategic entry points and help determine the nature of future support, interventions, and advocacy in the framework of the UNSDCF and relevant Executive Committee decisions. It will also serve as the basis for the context analysis PBF eligibility package that BiH will be able to submit to HQ if the authorities in the country agree. Overall, the assessment should serve to strengthen a UN system-wide approach to BiH. It should emphasize UN inter-agency collaboration as well as joint inputs from both field and HQ in the assessment process (e.g. taking into account impact/results of the existing, relevant joint programs). Other relevant work done by key partners/stakeholders will also be considered. The PDAt should ideally serve as a risk management tool for the UNCT and its programming (including with public perception surveys and focus group feedback). Importantly, it should ensure that the Organization applies a do no-harm approach towards its work in BiH.
The analysis conducted by the UN to date has gone a long way in outlining the parameters of the peace and conflict dynamics in BiH. Prior analysis, interactions with HQ partners and internal review processes clearly underscores the need for the UN to keep focus on the country’s “reconciliation deficit,” strengthening social cohesion and sustaining peace. Moreover, based on the previous PDAt, the new UNSDCF 2021-25 (signed in May 2021) contains a stand-alone pillar of work on Social Cohesion with an outcome that obligates the UNCT to help BiH’s communities gain stronger mutual understanding, respect, and trust. A key element in this equation includes bolstering the roles and effectiveness of CSOs/NGOs and other local-level partners to carry out this work alongside the UN.
Thus, the planned multi-sectoral, multi-stakeholder analysis needs to build upon the existing groundwork and look at key factors to assess the likelihood of instability, unrest or conflict (violent or non-violent) that could impact BiH’s political, social and economic course, and consequently UN programmes, approaches and policies.
Duties and Responsibilities
The methodology will closely hew to the UNDG guidelines but with select adjustments determined by the Political and Development Unit (PDU) and the Consultancy Team (CT) following discussion with the UNCT. It is comprised of three main stages: (i) Context Assessment; (ii) Response review and adjustment; and (iii) Identification of conflict-sensitive ways forward using the data and building upon existing internal processes.
The Context Analysis should be conducted in an inclusive, participatory and gender-focused manner. As noted above, a final report (between 25 – 30 p.) should (i) deepen the understanding of the current situation in BiH; (ii) identify the structural and functional challenges and dynamics that fuel tensions and divisions in communities/BiH society as well as those that can create or augment efforts to sustain or build peace (this would include ways the different roles that women, men, youth and minorities have in the given situation); (iii) identify entry-points for UN-supported social cohesion strengthening efforts; and for value added prevention, sustaining peace and peacebuilding work; (iv) serve as the analytical basis for the CCA update and PBF eligibility context, from a conflict-dynamics and conflict-prevention perspective; and (v) help ensure stronger linkage between the assessment and programming prioritization (to the extent possible – based on UN’s comparative advantages and politically-sound approach). In tandem, the PDAt will complement the UN System RQR/DC/EC process for BiH-specific challenges.
Furthermore, the exercise shall be conducted in a manner that considers the following principles: Broad-based, inclusive participation; Meaningful participation; Diversity in data collection; Validation of findings; Easy-to-update; Conflict-sensitive; and Responsive to local context.
The Consultant shall perform the following tasks:
Task 1: Undertake a field-based peace and development assessment that includes meetings with stakeholders at national and subnational levels (including academics, independent media), with support from the UNCT / CO and key partners (multilaterals, authorities, NGOs/CSOs) around the formation of the overall analysis.
The planned number of days for this task is five (5) days.
Task 2: Provide a common assessment framework to the UNCT for understanding the underlying causes and consequences of BiH’s dynamics that either support or undermine peace and social cohesion; to identify risks and opportunities for the UN; as well as potential avenues for promoting and consolidating peace and social cohesion.
The planned number of days for this task is seven (7) days.
Task 3: Provide recommendations based on the assessment and survey/focus group results to support the UNCT to pursue its social cohesion and other work pillars of the UNSDCF in a context-appropriate, conflict-sensitive approach.

Task 4: Develop a final report [25-30p] presenting the findings of the assessment and survey/focus group results as well as the aforementioned recommendations. The report should strike a balance between comprehensiveness and brevity. The length of the report should also be amenable to regular updating, existing as a living document. The document should be written in simple, plain language. Graphics can greatly enhance information delivery: may help break down complex issues and concepts.
Hold debriefing session(s) for the UNCT presenting the findings of the assessment and suggested entry points for consideration toward potential further UN programming. These meetings would serve to present and help validate the assessment and include opportunities to further elaborate its contribution to the CCA update and other aspects of the UNCT’s work.
The planned number of days for this task is three (3) days.

Required Skills and Experience
• Advanced university degree in social sciences with a focus on peace and conflict studies, international relations, political science, development studies or a related field;
• A minimum of 10 years of progressively responsible experience related to conflict and development analysis;
• Extensive knowledge of, and experience in applying, qualitative and quantitative analytical methods and in a wide range of analytical approaches;
• Technical competence in undertaking complex analysis which involve use of mixed methods;
• Well-developed skills and demonstrated experience in the following areas: facilitation, consensus-building, multi-stakeholder dialogue processes, mediation, negotiation and dispute resolution;
• Data collection and analysis including prior experience with focus groups, key informant interviews, surveys, etc.; Ability to lead the analysis (qualitative and quantitative) and to combine local field-based research with broader analytical trends and observations, including explaining and applying findings and recommendations following the assessment.
• Excellent analytical skills, including political/conflict analysis skills;
• A high degree of political, gender and cross-cultural sensitivity;
• Understanding of the political, social and cultural background of the country is highly desirable;
• Experience in enhancing participation of CSOs/NGOs, youth and women in the country’s peacebuilding equation is highly desirable.
- Very strong writing, editing, and oral communication skills in English;
- Knowledge of Bosnian/Croatian/Serbian language is desirable.
