OBJECTIVES OF THE PROGRAMME

Coordinate technical support to the country in the control of communicable and non-communicable diseases, support capacity building of human resources related to the planning, prevention, monitoring and evaluation of programmes and implementation plans in collaboration with the Intercountry Support Team (IACP), the Regional Office and WHO Headquarters.

DESCRIPTION OF DUTIES

Provides team members with a clear picture of the desired vision contained in the BLUEPRINT and programme of action of WHO's global and regional frameworks, and succeeds in securing their endorsement. Translates these guidelines into achievable strategies, and prioritizes objectives and projects to effectively support countries' implementation of their health plans and policies. Encourages and leads cross-sectoral work with health officials and non-health partners. Builds a competent team by mobilising the best resources, providing learning opportunities and ensuring continuous coaching and feedback. Clearly defines expected performance, effectively delegates, monitors and evaluates progress against objectives.Leads networking, capacity-building and fund-raising activities, builds partnerships and plays an effective role in advocacy and communication. Actively seeks opportunities for partnerships through an extensive network of contacts, including donor partners and national focal points. Provides technical information sessions to ensure accurate and consistent dissemination of WHO institutional messages and advice by the programme team and staff.Keeps abreast of key health concerns and uses its knowledge and expertise to systematically analyse problems, overcome obstacles and take key decisions to effectively provide appropriate technical support to Member States. Plays a leading role in initiatives, as well as in innovations in research, forecasting and clinical studies. Participates in strategic dialogues aimed at influencing national policy and ensures consistency in the strategic advice of the team and programme staff.Serves as WHO's lead liaison with the Ministry of Health and other partners on issues related to its field, including HIV/AIDS and hepatitis, vaccine-preventable diseases, tropical and vector-borne diseases, HIV infection, tuberculosis, malaria, tropical and non-communicable diseases.Plans, organizes and coordinates the Organization's technical cooperation programme in the country in the field of disease control.Participates in the formulation of policies, strategies, plans, objectives and methodologies for programme implementation and evaluation, taking into account the specific needs of each country and the goals and objectives that the unMOS substantive group and country office intend to achieve.Provides technical and substantive administrative guidance to the head of the country office and designated technical staff. Provides technical advice to field staff. Gives its opinion and assessment when evaluating the performance of all current staff.Coordinates and analyses all technical and scientific knowledge related to its area of specialisation and disseminates updated knowledge and observations, including to the Regional Office, in order to meet the technical specifications defined by WHO Representatives in the Region, and to national institutions and relevant partners.Coordinates the programming and execution of the unit's activities with those of other related business lines in order to optimize the use of resources.Builds a competent team by mobilising the best resources, providing learning opportunities and ensuring continuous coaching and feedback. Clearly defines expected performance, effectively delegates, monitors and evaluates progress against objectives.Guides, mentors, motivates and manages all UCN Group staff under his/her responsibility (i.e. malaria officer, tuberculosis officer, public health/neglected tropical disease officer, noncommunicable disease officers, human environment protection officer and control programme officer against the disease).Performs such other duties as may be assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A doctorate in medicine; an advanced university degree (Master's level or higher) in a health-related field (medicine or health). Desirable: A diploma of advanced studies in medicine, public health or in the field of communicable diseases. An advanced degree in epidemiology.

Experience

Essential: At least 5 years of professional experience with progressive responsibilities in disease management, mainly in the areas of investigation, surveillance and control, and in the formulation of strategies and action plans for the implementation of disease prevention programmes. Good international and/or regional professional experience in providing advice and technical services to national counterparts and other partners in the fight against communicable and non-communicable diseases. Desirable: Experience working in a bilateral or multilateral organisation would be an asset.

Skills

In-depth knowledge of the country's situation with regard to communicable and non-communicable diseases; a good understanding of Equatorial Guinea's needs, priorities and policies, as well as WHO policies, practices, guidelines and procedures in related areas and the ability to apply them in the country office. An ability to identify problems, make arguments and opinions, formulate conclusions and recommendations. An ability to review and revise the policies and objectives of the program and affected activities. Excellent knowledge of health and safety regulations and technical aspects of the field of specialty. Knowledge of public speaking techniques. Excellent writing and communication skills. A commitment to achieve the goal of gender equality by ensuring equal and full participation of women and men in all aspects of work. An ability to effectively lead and manage a team. An ability to develop innovative approaches and solutions. REMUNERATION

Remuneration comprises an annual base salary starting at XAF 44,570,984 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
