OBJECTIVES OF THE PROGRAMME

Les unités d’appui administratif aux bureaux de pays (CSU) ont été mises en place dans la structure de l’Organisation pour nombre de raisons, par exemple fournir aux responsables et gestionnaires de programmes, ainsi qu’aux membres du personnel, un appui pour leur permettre d’exercer pleinement leurs responsabilités dans l’environnement du GSM ; et garantir la conformité aux politiques, procédures, règles et règlements de l’OMS dans la totalité des transactions ou pour toutes les questions d’ordre administratif et financier.

DESCRIPTION OF DUTIES

Le ou la titulaire du poste supervise une équipe chargée d’exécuter des tâches selon le processus de bout en bout pertinent prévu à cet effet dans le GSM. Il ou elle coordonne différents secteurs d’activité tels que la gestion de la trésorerie et les paiements, la gestion des programmes, les acquisitions, la gestion des actifs et les stocks, la gestion des voyages et des réunions, la gestion des ressources humaines, la gestion des plans de travail et des contributions.

Le ou la titulaire du poste apporte son assistance au personnel technique en établissant les rapports financiers destinés aux donateurs ; il ou elle travaille en liaison avec le personnel technique en vue de garantir la célérité et l’exactitude des rapports que le ministère de la Santé et d’autres partenaires étatiques ont établis sur les fonds qu’ils ont administrés dans le cadre du dispositif de la « coopération financière directe ». Le ou la titulaire du poste coordonne avec le personnel technique les rapports sur l’utilisation des ressources financières décaissées par l’OMS pour l’exécution d’activités sur des programmes, au titre du mécanisme de « mise en œuvre directe ».

Il ou elle prépare régulièrement des rapports de gestion portant sur la mise en œuvre des plans de travail du ou des bureaux de pays relevant de sa compétence. Le ou la titulaire du poste participe notamment à la préparation des rapports statutaires, et constitue le point focal lors de la vérification intérieure et extérieure des comptes.

REQUIRED QUALIFICATIONS

Education

Essential: Être titulaire d’une licence en comptabilité, en administration des affaires, en gestion financière ou dans un domaine connexe.

Desirable: Être titulaire d’un diplôme universitaire (ayant couronné des études supérieures ou approfondies) dans un domaine pertinent (tel que défini ci-dessus). Avoir une certification professionnelle en comptabilité (CA, CPA, etc.).

Experience

Desirable: Avoir une bonne connaissance de la gestion des programmes de l’OMS et des processus administratifs de bout en bout tels qu’ils sont conçus dans le Système mondial de gestion ; justifier d’une expérience en gestion de projet, de préférence dans une institution du système des Nations Unies ou dans le contexte de la santé publique ; avoir une bonne connaissance du GSM ou d’autres systèmes ERP de même nature ; posséder une expérience de la formation du personnel à l’utilisation des systèmes d’information sur la gestion.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
