Result of Service Under the general guidance of the Human Resource Specialist, the Talent Development Specialist will support the implementation of key strategic projects under the people strategy. These projects include Leadership Development, People First Kaizen initiatives such as staff development and, performance management and activation of competency framework.

Work Location Montreal

Expected duration The duration of this assignment is 11 months, with possibility of extension.

Duties and Responsibilities THE ORGANIZATIONAL SETTING

The Bureau of Administration and Services (ADB) plays a lead role in the efficient and effective administrative management of the Organization by ensuring the provision of high-quality physical and human resources, applying the highest standards of work ethics and conduct, and using results-based management skills and tools to support the Organization in implementing its Strategic Objectives in order to serve all stakeholder of the world aviation community. ADB is responsible for the coordination and administration of the following administrative and management services: human resources management (HRM); information management, web management and ICT services; building management and conference services; document and record management; language and publications services; secretariat services for the ICAO Assembly and Council; revenue-generating activities; and travel services.

The incumbent reports directly to the Human Resource Specialist (Talent and Organisational Development) in the Bureau of Administration, ADB.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results)

Learning and Development – Support sourcing, identification, development, and implementation of learning initiatives and programs achieving results such as:

  • Support identification and implementation of training initiatives and programs such as leadership Development programs, people manager course and leadership hub
  • Prepare curated learning content for different target groups
  • Support to identification of training needs and source suitable interventions to address identified needs
  • Support implementation of induction program
  • Support the analysis of data and research feeding into the projects

Function 2 (incl. Expected results)

Performance Management - Support implementation of ICAO’s performance management programme, systems and procedures, achieving results such as:

  • Support in review of performance management process and provide input on improvement of the process
  • Support implementation of performance management improvement initiatives
  • provide data driven reports including preparation of relevant and regular monitoring dashboards
  • Provide support and guidance to managers and staff on the performance management process
  • Support to plan, design and conduct workshops on performance management.

Function 3 (incl. Expected results)

Talent Development – Support in identification and Implementation of Talent Development initiatives for developing, motivating, and retaining employees, in keeping with best practices and with ICAO’s strategic direction, achieving results such as: - Support the implementation of talent capacity-building initiatives at including 360-degree assessment, coaching and mentoring programs - Support the implementation of the Diversity, Equity and Inclusion (DEI) plan - Support activation of the competency framework - Prepare regular reports to track and analyse progress of the various initiatives. - Supporting the analysis of data and research feeding into the projects

Performs other related duties, as assigned.

Qualifications/special skills Education Essential A first-level university degree in Human Resources or in a related field.

Desirable An advanced-level university degree (Master's Degree or academic equivalent) in any of the above-named disciplines, or in a related field.

Professional experience: Essential A minimum of five (5) years of progressively responsible experience in human resources management (HRM). Experience in implementing end to end HR projects

Desirable - Training design and implementation experience - Coaching experience - Certification in a relevant leadership assessment tool

Languages Essential Fluent reading, writing and speaking abilities in English are essential.

Desirable A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
