Job Description

Summary of Responsibilities:

The Supply Chain Officer is responsible for the overall procurement of all IRC goods and services ensuring that set process are adhered to as spelled in the 2016 procurement manual and set policies while embracing high sense of integrity on executing duties.

Key Tasks:

Procurement

- The implementation and/or maintenance of standard IRC Kenya procurement policies and procedures. - Ensuring that procurement services are carried out in accordance to IRC Kenya and donor-specific policies. - Coordination with Finance, Admin, and program departments to ensure integrated internal controls, timely payment of vendors, and full, auditable support documentation. - Ensuring that a transparent and responsive procurement process is implemented and maintained. - Routine communication, coordination, and planning with the relevant requesting staff/programs regarding the order and delivery of supplies. - Ensuring that all Supplies, services, and equipment required are delivered in time. - Establishment and maintenance of ethical, professional working relationships with suppliers. - Maintain supplier information for regularly purchased items and be informed of current market conditions. - Supervise staff under His/her by assigning duties through Delegation, monitoring the performance, and regularly evaluating staff directly supervised by him. - Advise the SSCO/Field Manager of procurement-specific issues or improvements.

Expected Deliverables:

- Provide guidance to budget holders to ensure procurement plans are developed and utilized for every grant. - Ensure Item forecasts are received by Supply Chain are tracked from start to completion and share weekly PRTS. - Provide on-time, standard monthly reports to the Senior Supply Chain and Field Manager. - Generate and / or maintain a comprehensive market list for goods, services and equipment purchased by IRC. Conduct market survey analysis and share regularly with management. - Oversee adherence to the construction workbook in all construction projects. - Produce routine cash/payment projections for supply Chain/Fleet for Finance. - Submit a monthly list of commitments to finance. - Produce routine purchase status reports for Field Manager, Programs, and Finance while submitting routine reports. - Ensure proper distribution plans and lists are saved. - Carry any other duties or tasks delegated by your supervisor or designate. - Conduct supplier visits and file the report.

Qualifications

Holder of bachelor’s Degree or equivalent in purchasing, supplies and management or degree in business Management, Supply Chain management.

Required Experience & Competencies:

- At least 5 years’ experience in procurement administration, preferably with a non-governmental or humanitarian international organization. - Strong interpersonal skills and ability to communicate clearly, coupled with an ability to influence through negotiation skills. - Demonstrated people skills. - High sense of integrity - Good writing and organizational skills - Excellent computer skills and experience working with procurement software’s. - Cultural and diversity sensitivity, commitment and an understanding of the values of IRC and the principles of equal opportunities.
