Org. Setting and Reporting The position is located in the United Nations Resident Coordination Office (RCO) in Ouagadougou, Burkina Faso and reports to the Resident Coordinator.

Burkina Faso, is a landlocked country in western Africa. The country occupies an extensive plateau, and its geography is characterized by a savanna that is grassy in the north and gradually gives way to sparse forests in the south. The country is bounded by Mali to the north and west, Niger to the northeast, Benin to the southeast, and Côte d’Ivoire, Ghana, and Togo to the south. Ouagadougou, the administrative capital and the seat of government, is a modern city where several companies have their headquarters. The population is unevenly distributed among the different regions. The eastern and central regions are densely settled and contain about half the total population. In the remaining regions the population is scattered. More than two-thirds of the people are rural and live in villages, which tend to be grouped toward the center of the country at higher elevations away from the Volta river valleys. Burkina Faso’s yearly population growth rate is more than double the world average. More than two-fifths of the population is younger than age 15. Average life expectancy is just above 60 years—lower than the global average but similar to that of neighboring countries. About nine-tenths of the population is engaged in subsistence agriculture or livestock raising. Difficult economic conditions, made worse by severe intermittent droughts, have provoked considerable migration from rural to urban areas within Burkina Faso and to neighboring countries, most notably Côte d’Ivoire and Ghana. As many as 1.5 million people, or almost one-third of the country’s labor force, have been abroad at any given time. In the early 21st century, however, unrest in neighboring countries, particularly in Côte d’Ivoire, made it difficult for Burkinabe to find employment. The development of industry in Burkina Faso is hampered by the small size of the market economy and by the absence of a direct outlet to the sea. Beginning in the late 1990s, the government began to privatize some state-owned entities to attract foreign investment. While insecurity has been increasing since 2017, from 2019 the level of violence has intensified, causing an unprecedented increase in humanitarian needs. In addition, Burkina Faso is regularly hit by various natural disasters making populations already living in precarious conditions even more vulnerable. The country is heading towards a complex and prolonged crisis with serious security problems coinciding with long-term development challenges. Faced with this situation, the government has drawn up an emergency plan, the implementation of which is based on the Development-Humanitarian-Peace nexus approach, with the strong involvement of technical and financial partners. In this context, the United Nations System in Burkina Faso, in partnership with the State of Burkina Faso, will proceed with the formulation of a Common Country Assessment (CCA) in view of the elaboration of the new Cooperation Framework for Sustainable Development (CCSD/SDCF) to replace the current UNDAF 2018/2022. The SDCF will place greater emphasis on developing a link between development cooperation (DC) and humanitarian action (HA), integrating the prevention and sustaining peace agenda. In order to respond effectively to this new context, and to address the different aspects of the nexus in a coherent, complementary and integrated way, a better knowledge of the context, the actors, the existing solutions, the existing opportunities, etc. is needed. It is in this context, and to step up the implementation of the 2020 SG directive, the Resident Coordinator wishes to call upon a temporary job offer to support its office in the follow up and monitoring of the SG’s Planning Directive for Burkina Faso, the components of which are as follows: 1. Joint, cohesive, and field-driven UN approach around humanitarian/development/political planning and delivery 2. Strengthening of UNCT and RCO footprint, including at field level 3. UNCT/OMT common approach for sustainability of the five sub-offices, with agreed cost-sharing mechanisms 4. A coherent multi-year resource mobilization strategy and key messages

Responsibilities Working under the direct supervision of the UN Resident Coordinator and located in the UN Resident Coordinator Office, the Strategic Advisor will support the RC and the UNCT/OMT collective action and will:

  • Provide strategic advice to the UN Resident Coordinator and support the RCO/OMT in strengthening the internal and regular workstreams processes to better serve the UNCT collective efforts especially in the implementation of the UN SG’s planning directive for Burkina Faso
  • Strengthen coordination and accountability for the implementation and harmonization of the multiple existing UN plans, using clear indicators of success, to ensure full cross-pillar programmatic coherence, between peacebuilding, development, humanitarian, rule of law and security sector reform, and human rights, including the regional ongoing plans (UNISS, etc.)
  • Support to ensure a UNCT/OMT-led approach that outlines the sustainability of the five joint UN field offices in terms of security risk management and common back offices, with a coherent and realistic agreed cost-sharing mechanism.
  • Support the RC/UNCT in the delivering on integrated, field-driven UN approach for operationalizing the UN engagement in Burkina Faso that aligns political, development, humanitarian, rule of law, and human rights priorities in country, including the strengthening of regional hubs, in line with the RC/UNCT priorities and plan, and the SG directive.
  • Support the RC/UNCT in the coherent and substantive integration of BOS 2.0 related deliverables into the CCA/CF process.
  • Support the RC/UNCT/OMT in monitoring the BOS implementation in Burkina Faso, identifying bottlenecks, and facilitating solutions, and contribute to scaling up of innovations at country level.
  • Supporting the RC and the UNCT in the planning, coordination, and implementation of the final evaluation of the BOS 2.0 2020 and identify; and for ensuring the quality and adequacy of the evaluation be performed according to the UN standards & norms
  • Undertaking all other tasks that the staff may be assigned to by the RC as deemed necessary.

    Education Master's degree or higher in development studies, social sciences, public policy, economics or other relevant fields. A lower degree (BSc, BA) in the same fields with the relevant number of years of experience may also be considered.

    Work Experience - At least 7 years' experience in positions of increasing responsibility in the field of sustainable development, coordination of development, and implementation of development policies and strategies in a governmental, multilateral, or civil society organization context.

    • Proven technical and managerial knowledge and leadership in developing strategies related to sustainable development and planning, and supporting development processes, by working with a variety of development actors is required.

    • Excellent communication and analytical skills (written, verbal, interpersonal and intercultural) are desirable.

    Languages English and French are the two working languages of the United Nations Secretariat. For this post, fluency in both English and fluency in French are required.

Note, checking all four areas as fluent for a language meets the fluency requirement.
