What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

Staff Health Officer is the focal point for all matters related to the health of the Belgrade Shared Services Center staff. In line with ICRC staff health strategy, and in collaboration with medical personnel on the spot, s/he promotes and maintains the physical and mental health of ICRC staff. S/he implements the staff health strategy in seven identified domains: 1. Staff health policy; 2. Prevention; 3. Health care and medical emergencies; 4. Stress management and crisis situations; 5. Health insurance; 6. Management of medical information; 7. Monitoring, assessment, and feedback.

Accountabilities & Functional responsibilities

Staff Health

  • Carries out individual and collective health briefings for all new BSSC staff as well as provides advice and support to the staff with health problems
  • Ensures national health protocols and guidelines are used and compliance with standard ICRC procedures
  • Ensures that vaccinations are complete for mobile delegates based in BSSC and resident staff in “exposure mission” and counsel to complete vaccination cycle when necessary; counselling for medical screening at recruitment of all future resident staff and for “exposure missions”
  • Implements and supervises and follow up on staff health policies
  • Manages medical files, monitors employees’ absenteeism, staff health documentation and health absence justification
  • Supports and delivers institutional training related to Staff Health
  • Carries out and supervises activities related to health insurance for resident staff and their dependents; assists in explaining and providing information on employees’ benefits related to voluntary health insurance
  • Handles BSSC staff requests for optical glasses reimbursement as well as reviews medical invoices for anonymization and approval of medical expenses
  • Collects accurate and reliable data on illnesses, accidents and absenteeism, with a view to providing statistics on illnesses and the medical risks taken by all staff
  • Reports to BSSC management and provides feedback and recommendations on issues related to the staff health
  • Registers and treats information (general and specific) accurately and with confidentially; ensures that medical confidentiality is respected
  • Acts as a focal point for staff health guidelines, preventive measures, contingency plan and case management during crisis cell operations

Safety and Security at work

  • Supports the HR Manager in the implementation of health and safety policies
  • Responsible for safety at work file and preparation of related documents
  • Assists in ensuring medical check-up before hiring and during employment when needed
  • Assists in ensuring that all staff are adequately insured within their country and when travelling professionally

Relationships

  • Internally, interacts within the delegation and with RH_COE_SAN at headquarters.
  • At regional level, interacts with the Staff Health Manager.
  • Externally, maintains working relations with clinics/hospitals regarding staff health.

Professional Experience required /Certifications / Education required

  • Qualified medical professional (medical doctor or registered nurse; ideally a degree in public health) with at least three years of clinical experience working in hospitals or NGOs
  • Experience in mental health and stress management; experience in medical evacuation and transportation is an asset
  • Knowledge of public health regulations
  • Clear technique and ability to deliver training
  • Fluent knowledge of English language; French is an asset
  • Computer proficiency
  • Respect of strict medical confidentiality
