Mental Health remains one of the key priorities of UNICEF Serbia and aligns with the National Programme for the Protection of Mental Health in the Republic of Serbia for the Period 2019-2026, and the National Youth Strategy of the Republic of Serbia for the period 2023-2030. UNICEF’s mental health programme thrives off the advocacy efforts, extensive support from the Government, public institutions, and non-governmental organizations to support and protect the mental health and psychosocial wellbeing of children, adolescents, and their caregivers.

How can you make a difference?

The purpose of the assignment is to provide support to the MHPSS programme in the UNICEF Serbia CO, including technical, operational and administrative assistance throughout the programming process through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical programme information and learning organizational rules, regulations and procedures, to support the development and formulation of the adolescent development and participation programmes/projects within the Country Programme.

The contractor's role is to provide essential support in implementing these initiatives:

  • Contribute to inter-ministerial collaborations and implementation of agreements at both national and municipal levels.
  • Organize dialogues to promote multisectoral strategies and strengthen political dialogue on mental health services.
  • Contribute to establishment of data frameworks for monitoring progress in mental health services and psychosocial support for children and adolescents.
  • Host annual conferences to convene relevant stakeholders and share best practices in mental health and psychosocial support.
  • Compile existing data and lessons learned to inform future program development and policy reforms.
  • Offer technical assistance to the Ministry of Health and other ministries for policy reforms and legislative regulations in the field of primary healthcare governance.

The contractor will provide expertise to effectively execute these activities and contribute to the overarching goal of enhancing mental health services and psychosocial support for children and adolescents.

Duration of the assignment: May 2024 - April 2025 (full-time, office-based)

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: psychology, clinical social work, social work, medicine, humanistic sciences.
  • A minimum of 5 year of professional experience in psychological and/or psychiatric work with youth and adolescents is required.
  • A minimum of one year of experience in monitoring and evaluating projects in social fields (health, education, social welfare) and/or behavioural change projects, preferably in relation to children and families.
  • Experience in designing the implementation research will be considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Excellent knowledge of Serbian and English.
  • Good analytical skills, as well as writing and reporting skills.
  • Excellent communication skills.
