Org. Setting and Reporting This position is located in the United Nations Support Mission in Libya (UNSMIL), Tripoli. The Staff Counsellor will be based in Tripoli and will reporting to the Chief of Staff (COS), while being advised on technical matters by the MENA regional counselor at the UNDSS Critical Incident Stress Management Section (UNSMS).

On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within delegated authority, the Staff Counsellor will be responsible for the following duties:

Staff Counseling and training: - Develops counseling and support programmes for the prevention, identification, and resolution of problems impairing staff members' well-being and mental health, and other professional or personal issues to promote personal welfare and enhance effectiveness and motivation; facilitates interface with the various services and resources of the Organization. Oversees implementation of the programmes. - In particular, develops, organizes and implements a resilience-building programme for staff, with an initial focus on potential repercussions of the Covid-19 pandemic. - Collaborates closely with the Office of the Ombudsman and the Ethics Office to organize training sessions on conflict resolution/transformation as needed, including on maintaining a harmonious workplace. - Provides a safe, confidential, respectful environment for staff members; makes a psychological assessment, provides initial counseling and psycho-social support and, if warranted, refers for appropriate diagnosis, treatment, and assistance; and maintains the connection between the workplace and community resources that provide such services. Collaborates closely together with colleagues from Human Resources, and the Medical Services, Security section, Ombudsman, Staff Unions, and other services within the Organization. - Provides expert training, consultation, and psychological support in the prevention, identification, and resolution of issues related to staff members' well-being and mental health by developing and delivering tailored workshops and webinars/dialogue, and issuing communications raising awareness about various mental health related issues.

Development of guidance and procedures: - Actively participates/takes the lead in the development of guidance and procedures governing employees’ relations within the workplace and identifies potential areas or issues that would benefit from stress-reducing measures and makes recommendations on possible solutions to senior management.

Overall Management: - Oversees administrative responsibilities of the Staff Counsellor's Office including but not limited to participation in newcomer's induction training, pre-retirement programs, memorial ceremonies, taking and coordinating actions following the death-in-service of a staff member or in crisis management. - Actively promotes and advocates for the implementation of the Mental Health and Well-Being Strategy in the mission as well as related strategies and mechanisms that may be introduced. Uses the CISMS’ integrated Data Management System as and when introduced. Attends meetings and collaborating on events with UNHQ and the network of staff counselors. - Ensures that all aspects and Staff Counselling and Welfare adhere to agreed professional standards including utmost confidentiality, skills, and update in their knowledge and performance. Provides supervision, guidance, and leadership to the Welfare Officer. Supports the welfare Officer in preparing and managing the welfare budget. - Performs other related duties.

Competencies Professionalism: Expert knowledge in the field of counselling, counselling methods as well as treatment and assistance ways and methods. Proven ability to provide counselling services to effectively assist with crisis or difficult situations which involve diverse actors and stakeholders and to treat sensitive and confidential information appropriately. Ability to effectively conduct cross-cultural communication. Ability to coordinate and consult with other relevant specialist services in the Organization involved with staff support and well- being, including Human Resources, Office of the Ombudsman, Medical and Safety and Security Services. Establishes and maintains productive partnerships with clients by gaining their trust and respect. Identifies clients’ needs and matches them to appropriate solutions. Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects. Meets timeline for delivery of products or services to client.

Building Trust: Provides an environment in which others can talk and act without fear of repercussion; manages in a deliberate and predictable way; operates with transparency; has no hidden agenda; places confidences in colleagues, staff members and clients; gives proper credit to others; follows through on agreed upon actions; treats sensitive or confidential information appropriately.

Education An advanced university degree (Master’s degree or equivalent degree) in clinical psychology or counseling psychology or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Training or certification in a broad range of related fields, such as alcohol/substance abuse; stress management, cross-cultural communication, and psychological assessment is desirable.

Work Experience A minimum of 7 years of progressively responsible professional experience in staff clinical counseling, mental health, cross-cultural communications, counseling, psychiatry, clinical psychology, clinical social work and related areas is required.

Experience working in an international organization is desirable.

Experience in developing policies and procedures related to staff well-being and mental health is desirable.

Experience in developing and delivering training sessions and briefings related to staff members' well-being and mental health is desirable.

Experience working in a UN field operation in a conflict/post-conflict setting is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required; knowledge of Arabic is desirable, knowledge of French is desirable.
