Job Summary
The Senior Human Resources Officer (Benefits and Allowances) oversees all benefits, allowances, and insurance programs to ensure that programs are fit for purpose, competitive and align with the Fund’s HR strategies/objectives. Key activities include overseeing a small staff team in the policy design, formulation and administrative review of benefit(s), allowances and insurance programs (including life, travel, and disability); analysis of external benefit(s)/allowance trends relevant to the Fund; and the communication and engagement with stakeholders across the institution (management, Executive Board, and staff).
Major Duties and Responsibilities
1. Leads review, design and development of the Fund’s benefits/allowances and insurance programs/ policies to ensure that programs align with Fund and HR strategies and objectives. Proposes changes to programs as warranted.
2. Reviews impact of regulatory changes on the Fund’s benefits/allowance programs and offerings (e.g., tax, financial, and accounting regulations changes), liaise with LEG and FIN to maintain compliance, and with OBP to propose budgetary changes as needed.
3. Analyzes market movement in the Fund’s relevant comparator markets, projecting market trends and refining assumptions and methodologies used by external consultants providing information to the Fund. Reports findings to leadership as needed.
4. Stays abreast of external trends related to benefits/allowances and employee wellness programs, synthesizing insights to innovate Fund benefit offerings and further enhance employee wellbeing.
5. Oversees annual enrollment activities, coordinating with Strategic Communications, HR Operations, SHRPs and departments to ensure employees are fully briefed on enrollment timelines, benefits options, and relevant program changes.
6. Assists in the management of relations between TR Division and HR Operations, and the Fund more generally, identifying opportunities to streamline processes and facilitating proper knowledge transfer to maintain alignment and expedite employee issue resolution.
7. Leads Vendor Management governance relationships with benefits vendors, maintaining strong vendor communication, ensuring vendor programs meet Fund needs, and overseeing the selection process of new vendors.
8. Leverages broad total rewards knowledge to assist with Compensation & Rewards and Pension activities as needed.
9. Performs other job-related duties as assigned, including the administrative review of benefits and allowances.
Minimum Qualifications:
Master’s Degree, or equivalent, in Human Resources, or a related field, plus a minimum of eight years of relevant work experience OR Bachelor’s Degree plus fourteen years of relevant work experience.

It is expected that while the position is advertised at the full grade band, it will be filled at the lower level.
This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.
A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
