Background

The UN Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. UNCDF’s financing models work through two channels: financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and by showing how localized investments—through fiscal decentralization, innovative municipal finance, and structured project finance—can drive public and private funding that underpins local economic expansion and sustainable development.

By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a number of different SDGs.

Digital economies

UNCDF manages initiatives to develop inclusive digital finance ecosystems which offer a wide range of financial services specially for low income vulnerable communities. Specifically, UNCDF provides a mix of policy, technical and financial support to a range of government and private sector actors in each country, as well as invests in research and other public goods to benefit all market actors. By supporting the development of digital finance ecosystem in these countries, UNCDF aims to increase the financial security of low income and rural households through access to appropriate, affordable and secure means to receive, manage and save money.

Enabling policy and regulation

UNCDF has been working with national governments to improve access to financial services for over 25 years. Duties and Responsibilities

Objectives of the Assignment

The overall objective of the assignment is to improve the user experience of the UNCDF Policy Accelerator website (https://policyaccelerator.uncdf.org/), which is built on the Squarespace platform.

Scope of work

Under the supervision of the Lead Policy Specialist, the Squarespace Web Developer will implement changes to the website code to achieve the desired updates to the website. These changes must be compatible with Weglot, a third-party translation software.

Expected Outputs

The Squarespace Web Developer Consultant must send a financial proposal based on a lump sum amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fees, living allowance, and any other applicable cost to be incurred by the consultant in completing the assignment. The contract price will be a fixed output-based price regardless of extension of the herein specified duration.

Below are expected outputs with deliverables:

  • Output 1: Review scope of proposed work and create implementation plan (~2 hours)
    • Deliverable: Short written report
  • Output 2: Updates to “Policy tools” landing page (~5 hours)
    • Deliverable: Code injected into Squarespace site
  • Output 3: Updates to global CSS (~5 hours)
    • Deliverable: Code injected into Squarespace site
  • Output 4: Plan for ongoing maintenance of code (~2 hour)
    • Deliverable: Short written report

Scope of Price Proposal and Schedule of Payments

The interested applicants must send a financial proposal based on a lump sum amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fees, and any other applicable cost to be incurred by the consultant in completing the assignment. The contract price will be a fixed output-based price regardless of extension of the herein specified duration. The term “all inclusive” implies all costs (professional fees, subscription cost related to website/platform to be developed, communications, etc.).

The consultant will submit Certificate of Payment, approved by UNCDF’s Lead Specialist which will serve as the basis for the payment of based on contractual payment terms. The consultant shall receive payments based on the following schedule:

Implementation arrangements

The consultant will work under the primary supervision of the Lead Policy Specialist and work closely with the Agile Digital Communications Consultant.

Duration of Work

The work shall be undertaken over 3 months. The Squarespace Web Developer shall commence services on 1 April 2021, and shall conclude upon satisfactory completion of the services described above, not later than 31 May 2021.

Duty station

This is a home-based consultancy. No travel is envisaged under this assignment.

Required Skills and Experience

Educational qualifications

  • University degree in IT, web development, computer science or related field is mandatory

Experience

  • At least 5 years of experience working in web development using platforms such as Squarespace, Wordpress, Drupalis mandatory;
  • Minimum three (3) years of relevant experience in development and management of dynamic websites; significant experience with online publishing, including analytics and social media, deep experience with using and supporting others in the use of content management systems is required;
  • Deep expertise and hands on experience implementing, enhancing and troubleshooting with Web Applications and programming languages such as HTML, CSS, JavaScript, JQuery and API's is required.

Language requirements

  • Fluency in written and spoken English is required

Criteria for Selection of the Best Offer

Applications will be rated on both technical and financial submissions. The following selection method will be used: Highest rated proposal using the combined scoring method. The weight distribution shall be 70% technical and 30% financial.

Step I: Screening:

Applications will be screened and only applicants meeting the following minimum criteria will progress to the pool for shortlisting:

  • University degree in IT, web development, computer science or related field is mandatory

  • At least 5 years of experience working in web development using platforms such as Squarespace, Wordpress, Drupal is mandatory

Step II: Desk review (100% out of technical assessment)

UNCDF will technically evaluate candidates by assessing the following criteria with corresponding points (100 points). As applicable, only applicants scoring 70% or above shall be considered for financial evaluation.

Desk review scoring:

  • University degree in IT, web development, computer science or related field is mandatory: 20 points
  • At least 5 years of experience working in web development using platforms such as Squarespace, Wordpress, Drupalis mandatory: 20 points
  • Minimum three (3) years of relevant experience in development and management of dynamic websites; significant experience with online publishing, including analytics and social media, deep experience with using and supporting others in the use of content management systems is required: 15 points
  • Deep expertise and hands on experience implementing, enhancing and troubleshooting with Web Applications and programming languages such as HTML, CSS, JavaScript, JQuery and API's is required: 15 points
  • Fluency in written and spoken English is required: 10 points
  • Quality and appropriateness of provided portfolio of previous project(s): 20 points

Step III: Financial Evaluation

Only candidates with scores above 70% of the desk review (70 points or above) will be considered.

The following formula will be used to evaluate financial proposal: lowest priced proposal/price of the proposal being evaluated x 30%.

Award Criteria:

The contact shall be awarded to the applicant whose offer have been evaluated and determined as: Responsive/compliant/acceptable; and Having received the highest combined weight (technical scores) 70% + financial 30%= 100%.
