In November 2018, the National Council of Justice (CNJ) and the United Nations Development Program (UNDP) signed the international technical cooperation project BRA/18/019 - Strengthening Monitoring and Inspection of the Prison and Socio-Educational System.

The project, initially titled the Present Justice Program (under Minister Dias Toffoli, 2018-2020), aims to develop tools and strategies focused on strengthening the monitoring and inspection of the prison and socio-educational systems, with an emphasis on reducing overcrowding and overpopulation.

The Fazendo Justiça (under Minister Rosa Weber) is the new phase of the partnership between the CNJ and the UNDP to overcome historical challenges that characterize the deprivation of liberty in Brazil. The initiative also continues with important support from the Ministry of Justice and Public Security (MJSP), in the form of the National Secretariat for Penal Policies (Senappen).

Under the leadership of the Department of Monitoring and Inspection of the Prison System and the Socio-Educational Measures Execution System (DMF) Fazendo Justiça inaugurates new actions aligned with courts across the country, while continuing the successful activities initiated in the Justiça Presente Program. The Program encourages the qualification of stages of the criminal justice cycle and the socio-educational cycle; permanent inter-institutional dialogue with articulations between different federative levels; and designs customized actions for each Federation Unit (UF), based on successful experiences of the DMF/CNJ.

In all, there are 28 projects developed simultaneously with a focus on concrete results and medium and long-term sustainability. In addition, Fazendo Justiça works in line with the United Nations Sustainable Development Goals, in particular Goal 16 – Peace, Justice and Effective Institutions, and is structured around four main lines of action, in addition to a specific line for cross-cutting actions and management, namely:

  1. Strategy to reduce prison overcrowding and overpopulation in Brazil developed and implemented, including initiatives such as: Penal alternatives, electronic monitoring, custody hearing, vacancy regulation center, among others.
  2. Strategy to promote citizenship, guarantee rights and control the number of adolescents in deprivation of liberty developed and implemented: Information management, rationalization of the application of measures of deprivation of liberty, improvement of SINASE, restorative practices, citizenship actions, among others.
  3. Strategy for promoting citizenship and guaranteeing the rights of people deprived of their liberty in the Prison System developed: Attention to the egressed person, citizenship policies, work policies inside and outside prison establishments.
  4. Strategy for improvement and procedural control of criminal execution through the national dissemination of the Unified Electronic Execution System (SEEU), as well as the civil documentation of persons deprived of liberty based on biometric identification.
  5. Efficient management and knowledge management of the project carried out, considering the regional peculiarities and the need to implement sustainable and national initiatives, through state executive plans and with local articulators, supported by the Prison Systems Monitoring and Inspection Groups and Socio-Educational (GMF) of each state.

The UN Volunteer User Support Specialist will be under the supervision of the Axis 4 Tech-nical Coordinator and will be responsible for providing technical support to those involved on the elements related to the operation of the Civil Identification Flow and Issuance of documents throughout the National territory, conducting and solving the generated technical calls, following the execution of the service levels and monitoring of actions foreseen in the operationalization of the Flow(s), collaborating for the fulfillment of the established schedule and the quality of the deliveries carried out until the finalization and call solution. This will also work in close articulation with the CNJ and UNDP team.

To achieve this objective, the following indicative activities are planned: • Validate technical calls and monitor the entire process until completion with the customer. • Record the progress of the technical call. • Propose alternative and suitable solutions for the needs of evolution of support systematics. • Act collaboratively with the CNJ and UNDP team in the development and solution of problems arising from the use of software and biometric kits for knowledge dissemination. • Active documentation of the activities. • Participation in internal meetings and with other stakeholders. • Perform other tasks, as required by the designated supervisor.

Information Technology. - Experience with customer/user service.

The assignment will be in Brasília, the Federal capital of Brazil and seat of government of the Federal District. Brasilia is a family duty station and classified A (hardship). The living conditions in Brasilia are good as well as the access to health services. The accommodation facilities are in general good, and the choice is wide. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan. Brazil is security level 3 (moderate). United Nations Department of Safety and Security UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance
