Under the overall guidance of the UNICEF Seal Initiative Coordinator, the consultant will provide support to the management of technical and functional aspects of UNICEF’s online learning platform (based on the Moodle system). The consultant will be responsible for their maintenance of the courses in the platform, and considering that professionals from 2,023 municipalities will daily access the platform, the consultant will also be in charge of the platform stability so as to ensure a consistent navigation experience for the user, allowing the courses to be concluded in due time.

The consultant will provide technical assistance to each professional from the 2,023 of the UNICEF Seal who may need support with the platform such as difficulties with registering in a course or issuing a certificate of completion. In addition, the consultant will frequently monitor and report the number of professionals taking and completing the course of each systemic output result and social indicator per municipality and area of occupation.

SCOPE OF WORK:

Technical support for the maintenance of UNICEF’s online learning platform, guaranteeing and providing a good and solid user experience for each course available.

Activities:

  1. Keep the plugins and module updated;
  2. Ensure that data is being correctly saved in the database and in the Moodle repository;
  3. Solve any problem that might happen at the server and application levels;

  4. Ensure that e-mails and messages are being sent correctly;

  5. Create customed reports according to demands;
  6. Ensure that the online learning courses will run accordingly;
  7. Ensure that the grade and the certificate of each online course are being generated accordingly;
  8. Configure the correct mimetype of all available formats of files;
  9. Cope with the creation and update of courses, categories, and users;
  10. Implement improvements in the platform's functionalities;
  11. Fix bugs on a weekly basis.
  12. Frequently monitor and report the access and conclusion of the courses per user of all the 2,023 municipalities, as per the UNICEF Seal methodology;
  13. Monitor and report the access and conclusion of the courses, detailed by user and profession per municipality.

Deliverables:

Deliverable: Technical support to UNICEF’s online learning platform

The above deliverable shall entail the following activities:

  • Ensure the proper functioning of UNICEF’s online learning platform;
  • Ensure that each professional from the 2,023 municipalities of the UNICEF Seal that signs up on UNICEF’s online learning platform will have the proper technical support when necessary;
  • Ensure that all courses will run accordingly;
  • Provide support to each professional from the 2,023 municipalities of the UNICEF Seal in case of technical problems with the courses;
  • Guarantee the necessary improvements and updates on UNICEF’s online learning platform;
  • Weekly monitor and report the access and conclusion of each course available, detailed by user and occupation per municipality.

3.1. Duration (how many days are needed): 30 days

3.2. Deadline (final delivery date): Three months from the start date of the contract

3.3. Payment (% of the contract): 14% of contract fee

  1. Deliverable: Technical support to UNICEF’s online learning platform, mainly ensuring the weekly report of the professionals that have concluded the online trainings and that the 04 courses on Immunization run accordingly, as per UNICEF Seal’s methodology.

4.1. Duration (how many days are needed): 30 days

4.2. Deadline (final delivery date): Four months from the start date of the contract

4.3. Payment (% of the contract): 10% of contract fee

  1. Deliverable: Technical support to UNICEF’s online learning platform, mainly ensuring the weekly report of the professionals that have concluded the online trainings and that the 04 courses on WASH run accordingly, as per UNICEF Seal’s methodology.

5.1. Duration (how many days are needed): 30 days

5.2. Deadline (final delivery date): Five months from the start date of the contract

5.3. Payment (% of the contract): 10% of contract fee

  1. Deliverable: Technical support to UNICEF’s online learning platform, mainly ensuring the weekly report of the professionals that have concluded the online trainings and that the 04 courses on Mental Health run accordingly, as per UNICEF Seal’s methodology.

6.1. Duration (how many days are needed): 30 days

6.2. Deadline (final delivery date): Six months from the start date of the contract

6.3. Payment (% of the contract): 10% of contract fee

  1. Deliverable: Technical support to UNICEF’s online learning platform, mainly ensuring the weekly report of the professionals that have concluded the online trainings and that the 03 courses on Child Protection run accordingly, as per UNICEF Seal’s methodology.

7.1. Duration (how many days are needed): 30 days

7.2. Deadline (final delivery date): Seven months from the start date of the contract

7.3. Payment (% of the contract): 9% of contract fee

  1. Deliverable: Technical support to UNICEF’s online learning platform , mainly ensuring the weekly report of the professionals that have concluded the online trainings and that the 03 courses on Social Protection run accordingly, as per UNICEF Seal’s methodology.

8.3. Payment (% of the contract): 9% of contract fee

MINIMUM QUALIFICATIONS REQUIREMENT

  • University Degree in Computer Science, Computer Engineering, Information Technology or other relevant disciplines;
  • Minimum of 2-3 years of relevant work experience with computer science, computer engineering, information technology, and programming;
  • Fluency in Portuguese;

  • Solid knowledge of Moodle;

  • Solid knowledge of front-end technologies such as JavaScript, HTML5 and CSS3.
  • Experience with Linux server (CentOS);
  • Understanding of web servers Apache and Nginx and SSL certificate;
  • Experience with Simple Mail Transfer Protocol (SMTP);
  • Firewall
  • Knowledge of PHP language
  • Understanding of network protocol;

  • Understanding and implementing information security and data protection (firewall).

  • Prior work experience with the United Nations system is desirable.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • Consultant’s, travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.
  • Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  • The consultant will work remotely on a delivery basis.

FINANCIAL PROPOSAL

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

INSURANCE AND HEALTH COVERAGE

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

RESTRICTIONS

  • Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract.
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
