OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Department of Health Systems and Services (HSS) is responsible for promoting, coordinating, and implementing the Organization’s technical cooperation in health systems and services development to achieve Universal Access to Health and Universal Health Coverage (Universal Health), based on the Primary Health Care approach. HSS promotes evidence-based policies, strategies and plans to transform national health systems to improve equity and resilience, as health systems move towards the achievement of Universal Health, strengthening governance and stewardship, increasing and improving health financing and social protection, and supporting the development of integrated networks of health services based on a highly resolutive first level of care. HSS strengthens national capacity in the organization of people-centered health services, integrating the healthy life course approach, ensuring quality of care and patient safety, and the effective deployment and management of human resources.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Human Resources for Health (HSS/HR), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

1. Provide technical support for the design, implementation and evaluation of development programs related to human resources for health, including fellowships, and provide guidance on related operational policies, standards, and procedures;

2. Collaborate in the development of innovative approaches for enhancing knowledge and technology transfer; promote the development of educational theories, methods, and technologies in support of in-service training for health professionals;

3. Provide support in the follow-up to the overall work of the HSS/HR Unit. Train team members in effective work practices and streamlining processes;

4. Work closely with PAHO Technical Units to develop inter-programmatic components within technical projects, including training/fellowships;

5. Support the development of educational strategies and other technical cooperation activities aimed at public health schools and other health disciplines to improve the educational processes, in particular related to the essential public health functions;

6. Promote and support research actions in priority areas of human resources for health development, with emphasis on education research;

7. Participate and develop common strategies with other country office professionals on all aspects related to human resources for health policies, strategies and plans; manage the financial resources assigned, including extra-budgetary resources;

8. Seek external funds, cost-sharing arrangements, and in-kind support through collaborative training efforts with partner organizations and NGOs involved in health training projects. Establish relationships with government entities, foundations, NGOs, international organizations, universities and corporations for training initiatives;

9. Actively promote HRH development in the Region and within PAHO Technical Units as a viable tool for technical cooperation. Strengthen collaboration with internal units of PAHO, and expand influence of HSS/HR Unit with other offices and Collaborative Centers;

10. Advise and assist Member States to facilitate their decision-making in the development of suitable HRH development programs;

11. Serve as liaison between WHO Health Workforce program and PAHO Country Representatives; represent WHO/PAHO at professional association meetings involved in HRH development; regularly interact with WHO on program policy and decisions;

12. Coordinate the development and management of communication activities within the HSS/HR Unit in liaison with PAHO's Communication Department;

13. Support the improvement of professional skills and production quality of existing staff to create a strong team, capable of handling expanded responsibilities (projects developed as new business);

14. Collaborate in the preparation of biennial programs and budgets (BWP), semiannual workplans and periodic evaluations for assigned projects; participate in the annual performance evaluation of the entity;

15. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in public health, education, social sciences, or any field related to the functions of the post, from a recognized university.

Desirable: A master’s degree in an area related to the functions of the post, from a recognized university would be an asset.

Essential: Seven years of combined national and international experience in a health-related field and/or education and training, or in any other field related to the functions of the post.

Desirable: Experience managing international programs and/or working within an international organization would be an asset.

· Broad knowledge of all subject areas relating to human resources for health and related sciences, their educational/training requirements and available resources.

· Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria and instruments for monitoring and evaluating program interventions.

· Strong knowledge and understanding of utilization of information, communication technologies and networking, multimedia training platforms and methods, eLearning program development.

· Strong professional oral and writing skills, including the development of reports, presentations, and technical documents for consideration of management.

Languages:

Very good knowledge of English or Spanish, with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

REMUNERATION

Annual Salary****: (Net of taxes)

US $64,121.00 post adjustment

Post Adjustment****: 63.5% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
