Your team You will be part of the Corporate Real Estate Management Section in the Premises Division in the Directorate Administration. Our Section has around 15 highly qualified staff members providing all building owner, landlord and tenant services, such as the management of the ECB’s building lease contracts as well as strategic and operational space planning. We are currently working on innovative space management concepts, such as “New Ways of Working” and the enhancement of our Planon and SAP IT tools.

In your role as a Space Management Expert, you will be part of the Space Management team of five members of staff responsible for ensuring a crucial aspect of the ECB’s work environment by space planning, reporting on and analysing space utilisation, and developing space management policies and guidelines. They work closely with customers in all the ECB’s business areas and with internal and external stakeholders, e.g. service providers.

Your role

As a Space Management Expert you will:

- coordinate the timely provision of sufficient and functional office space, as required by the ECB; - supervise the operations of our managed service provider, ensuring that the agreed key performance indicators, as well as standards and service levels, are met; - develop and implement space management strategies and policies to support management in its medium-term and long-term premises planning; - monitor the efficient use of space and determine space requirements, where necessary; - support the annual strategic planning exercise of the ECB which includes a review of the workplace envelope of each business area; - develop and implement continuous improvements in space management processes and translate them into a format that can be included in the Facility Management Handbook and the Planon computer-aided facility management (CAFM) system; - work with various databases (e.g. the CAFM system) to prepare reports or carry out special analyses; - establish and maintain effective communication with all relevant business areas and their management; - support change management initiatives together with other relevant stakeholders; - report to senior management orally and in writing, and prepare notes and documentation for the ECB’s decision-making bodies; - monitor space management trends and market opportunities.

Qualifications, experience and skills Essential:

- a master’s degree or equivalent in architecture, facility management, engineering, business administration or another relevant field (click here for details on degree equivalences); - in addition to the above, at least five years of relevant experience in the field of space and workplace management gained within the last eight years; - in addition, at least five years of relevant experience in managing services and in coordinating internal and external teams engaged in service provision; - a proven track record in space management planning (i.e. blocking and stacking, room allocation planning and/or relocation planning), ideally gained at a large organisation (i.e. 1,000 staff or more); - advanced knowledge of and a proven track record in successful project management; - advanced knowledge of Microsoft applications, such as Excel and PowerPoint; - good knowledge of a CAFM software package, such as Planon; - proven excellent customer service and communication skills; - an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:

- sound experience in the application of relevant workplace legislation (e.g. the German Arbeitsstättenverordnung); - sound experience in implementing or accompanying a major change project in a large organisation (i.e. 1,000 staff or more); - experience in developing workplace guidelines and frameworks.

The contract offered will be fixed term for two years.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
