Organizational Setting

FAO Partnership and Liaison Office in Azerbaijan in partnership with the Ministry of Agriculture of the Republic of Azerbaijan is currently implementing “Support for Structural Reform and Strategic Development of Agrarian Services Agency” project under FAO-Azerbaijan Partnership Programme (FAPP, 2016-2021). The project aims to support structural reform and strategic development of Agrarian Services Agency by enabling strengthening the delivery and effectiveness of the veterinary, crop protection, seed management and technical control services in the country. The development and restructuring strategy of the Agency will be prepared in coordination with the relevant departments of the Ministry of Agriculture and Forestry of Turkey (MoAF), including the Directorate of Strategy Development and the Directorate General of Agricultural Reform under the framework of South-South cooperation

Technical Focus

In this regard, under the overall supervision of the Assistant to FAO Representative in Azerbaijan (AFAOR), the direct and operational supervision of the Program Management Specialist (FAPP), the technical supervision of the Lead Technical Officer (LTO) and responsible FAO Technical Team, the South-South Cooperation Coordinator will carry out the following activities:

Tasks and responsibilities

• Coordinate the participation and ensure the provision of necessary support and ownership of relevant departments at the MoAF of Turkey • Support and follow up the communication and provision of necessary feedback and inputs by the relevant experts and resource people from the departments of the MoAF identified for facilitating South-South cooperation between the respective Ministries of Azerbaijan and Turkey • Coordinate activities with the focal points from the relevant departments of the MoAF, including Directorate General (DG) of Agricultural Research and Policies, DG of Agricultural Reform, DG of Food and Control, DG of Plant Protection, DG of Agricultural Enterprises and Directorate of Strategy Development • Development and collection of information on the main work and activities of the focal points • Contribute to the development and finalization of any cooperation agreements between the parties, including the Ministries in two countries and the FAO • Consult with the identified focal points in different departments and areas of expertise as per the project’s needs and the support to achieve the identified goals • Support coordination and effective organization of logistical arrangements of training, webinars, travel related to providing expert support or study tours to Turkey and the visit of experts to Azerbaijan • Facilitate meetings, working group sessions and consultation processes between the South-South cooperation provider and beneficiary country counterparts.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • University degree in agriculture or related fields • At least 5 years of experience in project management and partnerships (preferably, South-South cooperation) in the relevant fields • Good working relationship and knowledge of the existing structure at MoAF in Turkey • Working knowledge of English and Turkish • Nationals of Turkey or with resident permit in Turkey
