In response to the emerging needs, recovery, and reconstruction efforts in the aftermath of February 6th and following earthquakes in Türkiye, UN Women Türkiye in collaboration with the Ministry of Family and Social Services has been working towards rebuilding and repairing Violence Prevention and Monitoring Centers (VPMCs) and women’s shelters while providing well-being, psycho-social and capacity building support to professionals working in these institutions.

Within this context, a 36-month IPA-funded project between June 2024 - June 2027 will be implemented by UN Women called “Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the Earthquakes in Türkiye” to ensure that women and girls in the earthquake-affected regions and in provinces where they migrated receive uninterrupted, appropriate, and easily accessible protection and preventive public services and empowerment opportunities, so they can live a life free from all forms of violence. The project will aim to restore and strengthen the public infrastructure and capacities of government service providers to provide protection and preventive services in a way that fully upholds the human rights and safety of survivors and provide empowerment opportunities for the women at risk and survivors of violence in the earthquake affected regions and the provinces receiving migration from the affected region, to help them break the recurring cycles of violence, recover and lead independent lives.

Under the guidance and direct supervision of Operations Manager of UN Women Türkiye Country Office, the Project Engineer is responsible for coordinating all aspects of the procurement of civil works and construction implementation by UNOPS for the “Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women and Girls affected by the Earthquakes in Türkiye” Project including monitoring of progress against mutually agreed results frameworks and performance indicators. UN Women will also contribute refurbishment of shelters and violence prevention and monitoring centers for survivors, in coordination with the Ministry. This process will be overseen by the Project Engineer. He/She will also supervise and lead the UN Women’s contractors in the relevant area of expertise as well as works in close collaboration with Programme Specialist, and related colleagues to ensure successful implementation of project management and construction process.

  1. Provide technical support and oversight related to area of expertise at the different stages of the construction process under the above project:

• Provide technical assistance to UN Women during the construction process under the above project in terms of architectural requirements at contracting, implementation, supervision, and monitoring stages. • Advise on the national legal requirements and procedures, international standards applicable to various buildings/facilities. • Coordinate the development and/ or develop Technical Drawings for construction projects approved for construction. • Coordinate the approval of Technical Drawings by the responsible authorities and the filing of the same.

  1. Provide supervision and oversight on UN Women’s contractors in the relevant area of expertise:

• Ensure that there is effective supervision, monitoring, implementation, and certification of the construction and refurbishment works to ensure that these processes are completed to the right quality and standard as per UN Women’s guidelines. • Ensure that there are effective quality control measures in place for the implementation and monitoring of the construction and refurbishment processes and that the contractors comply with all architectural specifications and UN Women requirements. • Monitor contractor presence on the project site, measuring and assessing the work accomplishment as per the scope of work, Bill of Quantities (BOQ) and signed contract. Coordinate the training of the end users of the infrastructure and ensure simplified preventive user manuals are in place. • Supervise, monitor, and evaluate the performance of contractors working on various work packages by measuring, assessing and appraising the works in terms of architectural requirements.

  1. Provide technical support and technical input to the construction and refurbishment procurement process:

• Ensure that all the technical inputs and cost estimates of construction works and budgets are accurate and provided in a timely manner. Develop specifications/TORs for construction and refurbishment processes. • Arrange site visits for assessments, site handover site meetings and stage certifications as and when required. • Support in all tender processes for the procurement of contractors and professional consultancy services including development of TORs, participating in evaluation, and responding to bidder and procurement approving authority queries.

  1. Provide project management support to ensure that construction and refurbishment processes are delivered effectively and efficiently:

• Identify and manage risks and ensure that timely corrective actions are undertaken to ensure maximum benefit to the client and other stakeholders. • Oversee the measurement and certification of completed construction works, certify disbursement of funds for construction tasks, monitor and report financial status of projects to senior management. • Assume accountability for the overall progress of the projects and prudent management of resources within each of the work packages assigned. • Monitor the construction budget to ensure that any variations do not exceed the budget allowed in the contract.

  1. Facilitate knowledge building and knowledge sharing in the Country Office:

• Synthesize lessons learned and best practices in projects. • Contribute substantively to knowledge networks and communities of practice.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December). - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. - Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org), - Contribute articles/wrjte-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. - Assist with the UNV Buddy Programme for newly arrived UN Volunteers. - Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

construction works management and progressively responsible relevant experience. • Specific experience in gender responsive infrastructure designing/construction is an asset. • Experience from similar assignments (as design engineer, procurement engineer, site engineer, construction projects superintendent, construction engineering consultant, etc. is required. • Demonstrated knowledge of national regulations regarding management of construction projects is an asset. • Specific experience in gender responsive infrastructure designing/construction is an asset. • Experience in complex multi-stakeholder environments in construction projects is an asset. · • Experience in the UN system organizations and knowledge of UN procedures for tendering and managing construction contracts is considered an asset. • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

The Summary of UNV Entitlement:

• Current Monthly Living Allowance (MLA) is USD 1360 (disbursing in Turkish Lira in national assignment) • Private insurance: Health, dental, life and dismemberment (100%) coverage by CIGNA • Entry allowance: USD 400 • Exit allowance: USD 113 for each service month and upon the satisfactory completion of assignment • Annual leave: 2.5 days accrued per calendar month. • Uncertified sick leave: 7 days for 12 months and 4 days for shorter assignments • Free access to different learning platforms and UN & UNV network
