Background

I. Organizational Contex

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In Türkiye, in line with its global Strategic Plan (2022-2025) and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Türkiye (UNSDCF) (2021-2025), UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. UN Women contributes to three UNSDCF outcomes: 1) Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination; 2) By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance. 3) By 2025, governance systems are more transparent, accountable, inclusive, and rights-based with the participation of civil society, and quality of judicial services is improved. Towards these goals, UN Women Türkiye has actively been implementing programmes and projects since 2012 that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social, and economic life and combat gender stereotypes, discrimination, and violence, as required by international and national legal and policy commitments. In particular, UN Women Türkiye focuses on initiatives in 1) Women’s leadership and political participation 2) Ending violence against women and girls 3) Strong civic space for gender equality 4) Gender-responsive planning and budgeting 5) Private sector partnerships and male engagement and 6) UN System coordination. UN Women Türkiye collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, opinion-makers and activists from different sectors, academia, private sector companies, media, development partners and other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

Under this framework, UN Women Türkiye will implement “Reimagining Gender Equality Across Generations and Communities” project, funded by the Norwegian Ministry of Foreign Affairs. The project aims to reduce gender inequalities by enhancing the ability of civic groups and young women to be agents of transformative change towards gender equality and women’s rights.

Under this project, UN Women Türkiye is will work with local level civic groups, grassroots initiatives, young people, especially young women, and civil society organizations as knowledge partners, responsible parties, and advocates to promote and raise awareness on gender equality at grassroots level in various localities/municipalities to be identified. The intervention will have a strong empowerment angle specifically targeting local level civic groups and young women and an advocacy component to be implemented particularly at the local level. The project also seeks to foster the intergenerational dialogue among young women and experienced current leaders of the women’s movement in Türkiye in a way to address the issue of further involvement of young women in civic activism and to learn from young women to integrate alternative advocacy approaches and strategies to appeal to a wider and a younger audience on gender equality. Finally, the project

will seek active engagement of young men in partnership with young women for gender equality and ending gender-based discrimination and violence and to explore and challenge predominant notions of masculinities. The project expected to start in December 2023 will have an implementation period of 3 years.

Reporting to Programme Specialist (NOC), the Programme Assistant will work with and provide support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Assistant will provide programmatic, administrative, and logistical assistance to the team for the smooth programme implementation.

Duties and Responsibilities

II. Key Functions and Accountabilities

1. Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
  • Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
  • Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers, in collaboration with the Programme team.

2. Provide administrative support to the financial management of the Programme Unit

  • Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
  • Prepare non-PO vouchers for development projects;
  • Process payment for consultants, as delegated;
  • Create requisitions in Quantum system for development projects; register good receipts in Quantum system.

3. Provide administrative support to the Programme Unit

  • Undertake all logistical, administrative, and financial arrangements for organization for meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Draft minutes in meetings, as delegated;
  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
  • Organize and coordinate filing of documents; maintain mailing lists.

4. Provide administrative support to resource mobilization

  • Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.

5. Facilitation of knowledge building and knowledge sharing

  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Supervisory/Managerial Responsibilities:

The Programme Assistant will not supervise any staff.

IV. Recruitment Qualifications

Education and certification:

  • Completion of secondary education required.
  • Bachelor's degree in Business Administration or related fields is an asset.

Experience:

  • At least 5 years of progressively responsible experience in administrative or programme management/support;
  • Experience in working in a computer environment using multiple office software packages is required;
  • Experience in the use of ERP systems, preferably Oracle Cloud, is desirable;
  • Experience in supporting a team is desirable.

Language Requirements:

  • Fluency in English and Turkish is required;
  • Knowledge of another official UN language is desirable.
