Purpose of the Assignment:

UNICEF Turkiye collaborates with the government of Turkiye and other partners including academia on evidence generation to influence decision making. Universities are among the most crucial external partners as they facilitate access to an enormous global pool of talent and skills. With the Universities potential especially in research, study and survey area, they are good source for innovative approaches and enhancing the quality of work carried out by UNICEF.

The objective of this consultancy is to map and rank existing universities in Turkiye in the field of statistical and social research as well as reporting in thematic working areas of UNICEF like social policy, social protection, health and nutrition, child protection and education.

The mapping will also promote and strengthen partnership between UNICEF and Academia in Turkiye. It will also support UNICEF’s development and humanitarian work by generating evidence through quantitative and qualitative research and monitoring and evaluation. Moreover, the analysis and reporting in the social sectors, specifically on children that is generated by the academia will influence a variety of policy actions and problem-solving decisions.

The mapping and ranking exercise will identify the best universities in research that enhance society by advancing knowledge through development of scientific theories, concepts and ideas.

The university mapping and ranking will determine, among others, the universities working in statistics, social research areas, areas of potential support, geographical locations, their structure and related main programs or work that has been implemented by them. The information collected from the mapping will inform the development of the university database.

How can you make a difference?

Description of the Assignment:

The mapping and ranking exercise is aimed to increase and strengthen the partnership between UNICEF Turkiye and universities in the country. The mapping will identify members of academia that will closely work with UNICEF programme sections to effectively deliver results for children through implementation of the country programmes. The mapping and ranking will also establish an easy- accessed roster as a reference for possible partnership or cooperation with universities.

The exercise will use inputs from various sources, the review of current databases, literatures, and web-based resources.

The scope of work for the university mapping exercise will involve the following activities but not limited to:

Establish set of criteria for shortlisting the universities. The criteria should look into the research, study and surveys undertaken by the University preferably across development and humanitarian agenda including indicators focusing on child wellbeing and women issues, a good example is the Sustainable Development Goals (SDGs). Based on the criteria, shortlist the universities with the most academic research (min 25 universities) Conduct a mapping and ranking of shortlisted universities, particularly those with capacity of social research, survey, statistical analysis, and evidence generation. This will involve collecting data on the profiles of the universities that actively undertake research in Statistics, and social research in psychology or social sectors like Education, Health, Nutrition, Social Policy, Social protection, Child Protection, Adolescent etc. Cross-sectoral agendas like Gender and Social Behavioral Change (SBC) should also be given an emphasis. Develop a matrix table of the universities that contain all the profiled data collected through the mapping. Document all information on the universities based on three broad areas: research, outreach, and stewardship (preferably around development plans like the National Development plan of Turkiye and global development goals like the Sustainable Development Goals (SDGs)

  • Master’s degree and above in social science
  • Demonstrated expertise and previous experience over 10 years and above in undertaking research/study and designing research methodologies (quantitative and qualitative/ primary and secondary data including desk review )
  • Familiarity with the academia, university structure in Turkiye, including familiarity on how government measures research excellence
  • Experience in conducting mapping/ranking exercises
  • Demonstrated experience in databases
  • Demonstrated ability to produce high quality results in a timely manner.
  • Proven familiarity and experience working with the UN is an asset.
  • Knowledge of English and Turkish

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
