Overall purpose of the role :

  • Infrastructure and Shelter Assistant will be responsible for conducting shelter assessments and supervision & monitoring during the execution of shelter implementation.

    • Under the supervision of the Infrastructure and Shelter Team Leader, the Infrastructure and Shelter Assistant contributes to the planning, implementation and follow up of Shelter activities in his/her assigned area.
    • Harmonize the implementation of project activities for (Out of camps IDPs) and informal settlements ensuring good collaboration and networking with other partners.
    • Shelter activities include rehabilitation of public infrastructures such as community infrastructure, emergency repairs of private houses according to Sphere minimum standards or distribution/installation of Shelter kits and seasonal NFIs and technical support and outreach to the Ministry of Urban Planning.

    Main responsibilities

    • Prepare shelter BoQs and shelter designs to support shelter implementation.
    • Under the supervision of the Infrastructure and Shelter Team Leader and Manager, the Infrastructure and Shelter Assistant undertake regular field/site visits and supervise construction work at buildings as defined by project requirements, technical standards, specifications and other documentation.
    • Act as a focal point for DRC Shelters activities in the worksites he/she is covering.
    • With the support of the Infrastructure and Shelter TL and Manager, the Assistant liaises directly with the contractor focal point (if works are implemented through the company) at the worksite to monitor the quality of the works, alongside the relevant governorate directorate.
    • The Assistant may be tasked with approving/rejecting the works after consulting the Infrastructure and Shelter Officer, TL and Manager according to the agreed standards in the BoQ.
    • Contribute to integration within DRC WASH and Shelter projects and ensure to keep working as one team.
    • Ensure that the work plan of Shelter and Infrastructure activities is respected for the worksites he/she is responsible for, liaising directly with the shelter beneficiaries.
    • Support the identification of potential beneficiaries for Shelter activities and conduct any market/vulnerability/technical assessment needed in order to tailor the response, taking into consideration the specific needs of vulnerable individuals and persons of concern.
    • Prepare and follow up Procurement Requests forms for all materials or services needed to allow proper continuation of the works.
    • Provide daily updates to the Infrastructure and Shelter Officer and TL and contribute to regular reports on progress and activities.
    • Contribute to the proper management of stock, inventories, materials, tools and equipment, including correct filing and documentation in close cooperation with the logistics department and notably warehouse officer.
    • Manage safety and security of the construction site, workshops and associated areas, including staff and labourers.
    • Contribute to the communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.
    • Ensure regular and timely reporting of problems, potential delays or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions.
    • Undertake data collection and data entry of Monitoring & Evaluation surveys and beneficiaries related data.
    • Collaborate with the Community Outreach team to communicate shelter intervention to the beneficiary community.
    • Support with the preparation and filing of Payment Requests and other project-related documentation, as requested by the Line Manager;
    • Ensure the respect of DRC Code of Conduct and DRC’s zero-tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming.
    • Undertake any other duties that may be assigned by the Line Manager;
    • Ensure the respect of DRC Code of Conduct and DRC’s zero-tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming.
    • Undertake any other duties that may be assigned by the Line Manager;

Other

  • Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply.
  • Ensure adherence to DRC national staff policy guidelines and Code of Conduct.
  • Ensure compliance with DRC AGD policy and AGD programmatic minimum standards
  • Ensuring compliance with the zero-tolerance to Sexual Exploitation and Abuse policy
  • Perform any other relevant tasks as requested by the Protection Officer (CBP) and Protection Team Leader

Required experience and competencies

  • Proven work experience in supervising construction projects including Shelter infrastructure and previous INGO experience implementing Shelter activities.
  • Proven experience in BoQ preparation
  • Proficiency in the following computer programs: MS Excel, MS Word, Autocad.
  • Good interpersonal skills and proven ability to work in a complex multicultural environment as a flexible and respectful team member.
  • Willingness and capacity to work in the field and travel frequently to project sites when needed.
  • Willingness and capacity to work outside of regular working days (national holidays or extra hours) in case of emergency response.
  • Ability to work sensitively with vulnerable people, taking into account gender, age and diversity.
  • Demonstrated ability to collaborate and work as part of a team to achieve joint objectives, in a multicultural context.
  • Ability to act calmly intense situations, handle sensitive and confidential information with discretion, and act with transparency and integrity.
  • Solution-oriented approach, with strong problem-solving and analytical skills.
  • Detail-oriented, with the ability to organize and manage information, plan and manage workload, prioritize, and deliver to deadlines.

Required education

Diploma in social work, counseling, psychology or another related field
