Job Description

Scope of Work: The Senior Technical Officer (Clinical Roving) will be responsible for providing technical support to IRC mobile and SRH teams and its partners in Kachin, Rakhine, and NSS. He/she needs to build the capacity of frontline healthcare providers to provide extended SRHR services and nutrition intervention services and participate in service quality monitoring and evaluation activities. The Senior Technical Officer is under the direct supervision and management of the capacity building and quality control (CBQC) manager (ASRH, Nutrition) but works together with other CBQC team members at Yangon and in the field. This position is based in the Yangon head office but occasionally requires travel to all IRC implementing areas, including identified IDP camps and/or isolated villages in that township for capacity building and quality supervision activities. The Senior Technical Officer will also be responsible for managing family planning commodities, and training materials, and keeping them stored systematically.

Major Responsibilities:

Capacity building of the IRC and its partner staff including clinical and community team members

- Provide technical support on IRC and its partner staffs which includes medical doctors and nurses for quality SRH clinical services and technical support to community health team (community health officers, health promotors and community mobilizers) for effective community mobilization activities in Kachin, Rakhine and NSS - Facilitates in planning and arrangement of technical capacity building training and assists capacity building team, SRH technical manager and program manager in organizing capacity building training for SRH team and community health team. - Assist CBQC managers in developing technical SOPs and guidelines related to SRH and Nutrition - Assist CBQC managers with infection prevention measures SOP and guidelines for IRC and partner health team appropriate to the setting. - Support and provide on-the-job training to partner medical doctor and nurses including coaching methods of LARC under the guidance of SRH technical manager and CBQC team and timely reporting. - Provide nutrition training such as Integrated Management of Acute Malnutrition (IMAM) and Infant and Young Child Feeding (IYCF) to frontline providers and nutrition team - Coordinate and collaborate with the community health team and provide technical support to peer educators about CMR kits distribution and referral mapping services for effective community mobilization of GBV case management.

Under the supervision of the CBQC manager (ASRH, Nutrition), develop quality monitoring and supervision checklists together with the MEAL manager and ensure the quality of data

- Under direct supervision of the CBQC Manager and coordination with other CBQC team members, develop and revise the assessment forms, tools, and checklist. - Regularly performing data processing (data collection, entry, and analysis) and reporting to CBQC managers with the technical support of the MEAL unit. - Assist M & E unit in conducting quarterly data review meetings with service providers from IRC-supported health facilities - Organize data entry and analysis of monthly capacity and quality control activities and achievements in the standard IRC Humanitarian Health Response database. - Monitor the progress of capacity building and quality control activities and verify that CB plans and targets are met within the timeframe.

Perform as main focal points to promote quality service and care on FP and SRH services

- Perform as one of the focal persons to be sure that IRC-supported/provided facilities can provide quality services and care on FP and SRH care - Perform as the main focal person to be sure that clients received quality FP and SRH care services from IRC clinic facilities - Develop proper health care waste management system in SRH integrated center and mobile clinic sites as needed.

Manage the drug store to be sure that family commodities and equipment are kept in the store systematically

- Regular checking FP commodities and training equipment and materials are kept in the drugstore systematically - Calculate consumption forecast quarterly and submit purchase requests for FP commodities, training items, and equipment necessary for the CBQC team.

Coordination

- Represent as a focal person in coordination with different stakeholders, partner organizations, and township health department as necessary. - Coordinate and collaborate with the WPE program and partner organizations for integrated SRH services including organizing training and workshop. - Monthly cooperation and collaboration with partner and WPE team regarding with activities work plan, sharing achievements, discussing ways to solve facing challenges, and coordinating for the effective referral of CMR cases. Act as focal person for GBV working group in Project Township. - Coordinate with program support teams to implement CB and QC activities in time.

Reporting

- Assist CBQC managers and public health specialists (SRMNCAH) with the preparation of donors, IRC in-country, and HQ reports as needed. - Provide, regular on time, monthly narrative report CBQC managers.

Other

- Manage day-to-day logistics, and administration with the approval of the supervisor. - provide procurement documents in advance as needed. - Requesting cash advance and liquidation for CB and QC-related activities as required. - closely collaborate with the clinical management quality control team (clinic supervisors, nurse supervisors, senior technical officer) of the field to maintain the quality of the services provided by the mobile teams. - Coordinate with program support teams to implement project activities in time. - Provide procurement documents in advance as needed. Adhere to IRC global and national policies and procedures. - In collaboration with other members of the health project team, participate in the design and implementation of formative assessments and baseline studies to identify health priorities and practices among the IDP and community. - Represent IRC positively and professionally in both internal and external relations and situations - Remain flexible to perform other duties as required or requested.

Qualifications

- Valid licensed nurse with B.N.Sc or diploma of nursing. - At least 3 years’ experience in primary health care and sexual and reproductive health care services. - Favorable to person with experience on medical response to disaster and conflict-affected area. - Sensitivity leadership skill and team management skills. - Strong mentorship in capacity building of team members and local partner staff. - Adaptable, flexible, and mature in judgment. - Good assessment, analytical, planning and reporting skills. - Have the ability and motivation to travel and work long continuous days in remote IDP camps/ remote villages in Project townships and regions. - Good English language skill (both oral and written). - Good practice on MS package. - Ability to work under pressure. - Good communication skills and negotiation skills. - Understanding of medical ethic, patient education and humanitarian principles.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
