Job Description

The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

The senior reproductive and child health officer is required to oversee reproductive and child health services run by IRC for the refugees residing in Ban Mai Noi Soi and Ban Mae Surin camps. It is to monitor antenatal, natal, EmOC (Emergency Obstetric Complications), postnatal consultations and services by ensuring the good quality of care and to reduce infant, neonatal and maternal mortality rate at both camps. He /She provides technical support for reproductive and child health team in two camps through training of RCH topics, developing work plan, monitoring of RCH activities. Oversee and supervise the activities of Medical Referral Officer.

Major Responsibilities:

· Regular visit to the camp health facilities and provide supervision to camp staffs to ensure that quality care of ANC, delivery care and PNC are provided to clients

· To monitor and supervise to RCH workers in recording of AN card, PN card, IPD record, Referral notes, EPI records and nutritional assessment records

· Participate in the Capacity building of camp-based staffs in the refresher trainings and on the job trainings for better service provision of reproductive and child health care and nursing care

· Together with senior health managers, training outlines, practical and manuals are developed as necessary

· To ensure and monitor in providing quality nursing care and technical support to camp based staffs

· To respond the needs of nursing care on the time of emergency or necessary

· Coordinate and assist all clinical and RCH cases referred to the hospitals

· Coordinate with the hospital on time in case of special treatment or nursing care when necessary

· Oversee and supervise the referral bills from hospitals and coordinate with Finance team

· To monitor and management of emergency cases and alert on call for 24 hours

· To send the timely clinic activities and case management report to senior health managers

· To ensure the accurate data records related to reproductive and child health services provided for refugees residing in Mae Hong Son Camps

· Together with senior health managers, monitor RCH indicators to meet standards and participate in monitoring and supervision of RCH activities.

· Participate in the process of Thai delivery certificate and birth certificate issuing.

· Ensure that the continuous supply of vaccine to the camp clinics and communicate with MOPH as necessary for successful immunization Program and monthly reports

· To assist and report to Senior Health Managers about the TB/HIV patients from the camps and timely communication with organizations concerned (IOM, MOPH and Thai Hospitals) to get the regular treatment.

· Together with TBC, organize to supervise and monitor of supplementary feeding program and to ensure the activities are implemented according to assessment of malnourished child treatment and care, health education, cooking demonstration and monthly reporting.

· To supervise medical referral officer and activities.

· Other tasks as assigned by senior health managers as appropriate or requested.

· Represent IRC positively and professionally in both internal and external relations and situations.

· Participate in professional training activities, as needed or requested.

Position reports to: Senior Health Manager

Position directly supervises: Medical Referral Officer

Indirect reporting: none

Other internal and/or external contacts:

Internal: IRC Operations Team, other teams under IRC health program

External: KnHD, TBC, IOM, MOPH, Thai Hospitals, MOI

Job requirements:

Education: Graduated bachelor’s degree in nursing or Midwifery or equivalent

Work experience:

· At least 5 years experiences in safe motherhood services, plus 1 year experience in working in remote area.

· Experience in an NGO, knowledge of Thai Health System and experience in administrative and logistics management are advantageous.

· Good obstetric emergency management skills

· Good ANC, PNC, delivery, and neonatal care skills

· Demonstrated supervisory and mentoring skills to large team with multicultural staffs

· Good in written and oral English language skills

· Excellent verbal and written communication skills

· Operational knowledge of Microsoft Office software

· Ability to work responsible and as a team member

· Computer Literate

Language skills: Fluency in Thai and Myanmar. The candidate who knows English is preferable. Karenni or Karen is a plus.

Certificates or Licenses: Valid Nursing and/or Midwifery License

Working environment:

The position will be based in Mae Hong Son, a town in northern part Thailand, with frequent and regular travel to two temporary shelters for displaces person. Both Mae Hong Son town and the two temporary shelters are in a low-risk area.
