Job Description

The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

Medical Referral Officer oversees assisting the referrals of clinical patients from IRC health facilities to Thai hospitals. This includes management of Mae Hong Son and Chaing Mai Patient Houses, organization of the referrals, internal and external coordination, reporting, monitoring, and evaluation of referral activities. Oversee Referral system and supervise Health Program Assistant.

Major Responsibilities:

1. Organize and supervise referral activities to Mae Hong Son Hospital and other hospitals.

· Receive 24 hours phone calls from the camps and communicate with the supervisor and the hospital team for the concerned clinical and RCH cases.

· Follow up information of the referred patients at the hospitals such as outcome of treatment, next appointment dates and update to the Clinical and RCH teams.

· Ensure verification and reimbursement of all the costs related with EMR patients.

· Ensure that border health workers provide an effective support to patients referred to Hospitals from their arrival to Patient House until their departure to the camps, according to IRC Referral Procedure.

· Ensure to submit the patients and contact list to Thai Hospitals/IOM for requesting of drugs such as antiTB or ART.

· Conduct visits to Mae Hong Son Hospital together with Senior Health Manager to assess the workload as and when necessary.

· Follow-up closely on patients with complex / expensive care with the support from EMR team.

· Ensure an effective coordination with logistic department, admin department and camps about transportation/authorization aspects.

2. Manage IRC Mae Hong Son and Chaing Mai Patient House

· Ensure the recruitment, training, supervision, and evaluation of staff under his/her supervision.

· Oversee the activities (duty rooster, holidays etc.) of Border Health Workers.

· Supervise the health program assistant in cleanliness of Patient Houses and proper food preparation.

· Liaise with logistic department for maintenance of Patient House equipment, materials, and procurement of Patient House materials whenever necessary.

· Ensure the contents of emergency medical kit are regularly checked and replenished.

· Conduct an inventory of Patient House materials once a year.

3. Monitoring and evaluation, reporting

· Ensure proper monitoring and evaluation of the referrals in IRC mission, including data entry, management and indicator follow up.

· Identify, access, and analyze gaps in the implementation and make suggestions/recommendations to the supervisor to improve the quality of the activities.

· Check and analyze monthly bill received from Thai Health Facilities and work closely with finance department.

· Follow-up on referral expenses, patient house budget and feedback to supervisor

· Submit monthly Patient House and referral report (database, activities from Patient Houses and referrals to hospitals and overall challenges and recommendations on referrals)

· Ensure regular and proper information sharing and reporting to the camp-based health staff.

4. Capacity buildings for Camp Based Clinical staff and Border Health Workers.

· Assist Senior Health Managers and Senior RCH officer in providing medic refresher trainings.

· Provide refresher training to border health workers related to basic medical knowledge and assessment.

5. Others

· To supervise Health Program Assistant and his/her activities.

· Others as assigned by the supervisor as appropriate or requested.

· Represent IRC positively and professionally in both internal and external relations and situations.

· Participate in professional training activities, as needed, or requested.

Key Working Relationships:

Position Reports to: Senior RCH Officer

Position directly supervises: Health Program Assistant

Indirect Reporting: Senior Health Managers, Senior Health Coordinator

Other Internal and/or external contacts:

Internal: Program staff and Camp Based assistants, KnHD Border Health Workers

External: Thai hospitals, IOM, MOPH

Job Requirements:

Education:

· Bachelor’s degree in nursing or other relevant fields

Work Experience:

· At least 2-3 years of relevant work experience in a similar position.

· Experience in an NGO

· Knowledge of Thai Health System and experience in administrative and logistics management are advantageous.

· Communicate clearly with supervisor.

· Computer literate

· Demonstrate training and facilitation skills.

Language Skills: Fluent reading, written and spoken Thai and English. Karen, Karenni or Burmese is an advantage.

Working Environment:

The position will be based in Mae Hong Son, a town in the North of Thailand, with frequent and regular travel to the two refugee camps and Chiang Mai (Hospitals and Chiang Mai EMR house). The Mae Hong Son, town, the two refugee camps and Chiang Mai are in a low-risk area.
