Background information - Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and funds management, and the provision of quality pharmaceuticals and medical equipment. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal 3 on good health and well being by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region.

The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund in Asia. The Global Fund, which has been providing financial support to the Greater Mekong Sub-Region for malaria programs since 2003, has selected UNOPS as a PR, responsible for delivering the targets set out in the grant agreements, in collaboration with selected Sub-Recipients (SRs) from the National Programmes, international and local non-governmental organizations (NGOs) and United Nations agencies.

UNOPS Myanmar has been the nominated PR for the Global Fund grants since 2011. Grants have been earmarked for the Public Sector, local NGOs, INGOs and for the GMS countries under RAI3E. UNOPS Myanmar is responsible for managing the PR operations in an accountable and transparent manner.

Under the direct supervision of the Senior Programme Manager (Programme and M&E), Senior Programme Manager (the Public Health Liaison & HSS) shall be responsible for liaising with the public sector, assisting the Senior Programme Manager (Programme and M&E) in coordination work and lead the Health System Strengthening component.

Functional Responsibilities

He or She will have the following responsibilities:

Liaison with the National Programmes and Implementing Partners - Manage key communications with the Global Fund, the National Programmes, Sub-recipients (SRs) and other implementing partners, particularly ensuring and building a stronger relationship with the Public Sector - Liaise and coordinate with other PR units for the organization and implementation of key activities (i.e. events, workshops, meetings, etc.) - Participate in relevant technical meetings, in consultation with the Senior Programme Manager, and maintains excellent contact with implementing partners and stakeholders, whether in Yangon or in the field, and a detailed knowledge of relevant issues impacting public health, particularly in the context of the national HIV, TB, Malaria programmes and Health Information System in Myanmar - Liaise with the Global Fund, the National Programmes, WHO, other UN Agencies and development partners to present and discuss strategies and issues regarding the initiatives of the three programmes

Grant Management - Assist SPM in coordination and management of programme-related work in the PR’s Myanmar portfolio - Ensures that all programme management policies and processes are harmonized across all grants; that standards and practices applied are consistent with UNOPS policies, regulations and practices - Facilitates in the design, implementation and coordination of HIV, TB and Malaria prevention, treatment and control programmes - Assists the Senior Programme Manager in drafting TORs of requests for proposals to be launched on behalf of the PR - In collaboration with the Senior Programme Manager, reviews work plans, budgets and reports submitted by the PR’s partners and ensuring that they are sound and in line with the approved programme and the funding policy and strategies and reflect key programmatic principles as appropriate - Proposes technically sound management interventions that may be necessary, including termination or adjustment actions to ensure compliance with the Global Fund’s policies and strategies - Ensures that Global Fund protocols and standards are adhered to by UNOPS’ partner agencies and SRs

Monitoring and Reporting - Coordinates SR’s progress monitoring, capacity building and reporting across all Myanmar grants - Routinely monitor risks, project progress, activity results and implementation cost against planning to ensure the activities supported by the Global Fund are implemented in an effective and efficient manner and adjusted as necessary to reflect changes in the approved programme

Health System Strengthening - Support the public sector HMIS Division and Disease Control Programmes (HIV, TB, Malaria) in data and information management, including; coordination of HIS TWG and providing relevant technical inputs as needed - Coordinate and liaise with relevant in-country and international Health Information System (HIS) technical experts for implementation of the Global Fund financed Health System Strengthening (HSS) activities, including recruitment of consultants - Overseeing the Global Fund financed HSS activities such as strengthening the electronic data reporting systems (DHIS2, OpenMRS, MCBRS, etc.), and communicating and updating with the Global Fund on the progress

Knowledge Management Tasks - Under the supervision of the Senior Programme Manager, leads or supports the development of key performance management tools and processes - Promotes an active learning culture and information sharing in all aspects related to the three diseases in Myanmar for strengthening the health system - Coordinates and facilitate relevant capacity building and knowledge management training activities for PR and the SRs as needed - Analyze the results of projects, and incorporate lessons learned into the decision making process of SR management - Perform other programme related duties as assigned by the supervisor

The Public Health Liaison and HSS Officer is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Expected Results

  • Good professional relationship with the public sector, UN counterparts and SRs by coordinating all key communications
  • Regular updates and coordination of PR review meetings and related capacity building activities of the SRs
  • Good Performance Management of the Myanmar grants by reviewing and ensuring the implementation of SRs to be in line with the National Strategic Plans and financing policies and strategies
  • Work Plan Tracking Measures related to the HSS activities are timely completed and reported in the PUDR to the Global Fund as per the contractual agreements
  • Well-coordinated team of Programme and M&E unit
  • Submission of quality grant documents at the start and as reprogrammed submission during the implementation
  • Good ATM data and information management, including; strengthening of ATM data management processes; and improved eHealth information policies, guidelines and procedures

Education/Experience/Language requirements

A. Education

  • Master’s degree in public health, epidemiology, health economics, health management, health social science, social science or other related disciplines is required.
  • Bachelor’s degree in public health, allied health sciences, project management or other related disciplines combined with additional two years of relevant experience to the above responsibilities may be accepted in lieu of a master’s degree

B. Experience

  • A minimum of seven years of relevant and progressive professional experience in public health or health programme management, with focus on planning, budgeting, implementation, Monitoring and Evaluation and coordination is required
  • Experience in HIV, TB, Malaria and Health Information System is required
  • Prior experience in working/liaising with the public sector, local government, NGOs, INGOs, development partners and/or donors would be an asset
  • Good knowledge of and previous successful engagement with local NGOs, civil society and INGOs in Myanmar is desired
  • Strong and effective communication and facilitation skills, combined with an ability to establish a good working relationship with national programmes, stakeholders and colleagues are required
  • Willingness and ability to undertake field visits under difficult or challenging conditions is required
  • Strong communication and interpersonal skills are required
  • Prior experience and familiarity with the UNOPS and the Global Fund rules and regulations is considered an asset
  • Knowledge of Google suites are required
