Despite the economic growth of the last decade, the level of food insecurity has been stagnant over the past five years in Armenia. Although the situation is improving for a large share of the population, those worst off are being left behind, demonstrating significant disparities and uneven territorial development in Armenia. In response to these challenges, WFP Armenia integrated a four pillar programming approach into its CSP 2019 – 2025 building on the handover of the implementation of the school feeding programme in the regions towards urban school feeding and transformative school feeding models; the establishment of effective and sustainable, nutrition-sensitive food value chains; support the Government in tackling malnutrition; support the strengthening of shock responsive social protection and tools to enhance access to food security and in providing emergency food assistance to people in need. In addition to the pathways identified above, future focus areas are the climate change portfolio and the engagement of youth to achieve SDG2. WFP works under the value of nationalization, so all projects have to be handed over nationally. Capacity strengthening will be a cross-cutting effort at all levels and will be key to ensuring the sustainability of the programmes and activities. Part of the capacity-strengthening support includes joint work with agencies like UNICEF and UNDP to support beneficiary registration and the establishment of a food bank within the Ministry of Labour and Social Affairs. Other parts of the capacity strengthening relate to the Ministry of Education, Science, Culture and Sports and the School Feeding and Child Welfare Agency, understanding the responsibilities and accountabilities regarding rural and urban school feeding in the future. The food value chain interventions and emergency food assistance are coordinated closely with the Ministry of Economy, the Ministry of Labour and Social Affairs, the Ministry of Territorial Administration & Infrastructure, and the municipalities. The programme team has progressively grown in size with the new CSP, and new capacities have been recruited to adjust to the needs and importance of delivering impact to participants and create the right partnerships and connectors with other agencies. As the organization grows and takes on new projects, it is required to hire a coordinator of field office operations who will play a crucial role in scaling up field operations while maintaining quality and efficiency. The field coordinator will provide support to other field staff and oversee the work cross country. WFP Armenia is seeking a candidate to streamline and enhance the efficiency of field operations by organizing and overseeing various activities.

How can you make a difference?

In this position, you will have to:

Streamline and enhance the efficiency of field operations by organizing and overseeing field-level activities under WFP-supported interventions. This includes managing field personnel, scheduling tasks, ensuring timely execution, and resolving any operational challenges that may arise. Implement consistent quality control measures across different field activities ensuring that work is carried out to the highest standards, leading to better outcomes and higher customer satisfaction. Foster cross-functional synergy with different departments and teams often involved in field activities ensuring that each team's efforts complement each other, leading to smoother operations and higher overall efficiency. Oversee the relationships with participants/beneficiaries, partners, and local communities ensuring all stakeholders are engaged appropriately, their concerns are addressed, and their needs are met. Provide specialized expertise and contribute towards the development of project activities, plans and processes and ensure alignment with wider programme policies and guidelines; Provide efficient coordination and specialized project management support to various interventions, and ensure that activities are performed within the established targets following WFP’s policies and procedures; Provide inputs in evidence generation for various interventions; Work closely with the partnership and communication unit to formulate proposals for funding and for documenting and communicating results; Identify capacity building initiatives for field level stakeholders engaged in programming and delivery of WFP interventions including WFP field staff, local government and implementing partners; Coordinate and liaise with internal counterparts on a range of moderately complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities; Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate needs analyses and to ensure efficient delivery of food value chains project implementation; Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work; Support development of implementation modalities including Standard Operating Procedures for various interventions to ensure a clear and strong connection between HQ and field operations; Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis. To join us in saving lives, changing lives, you will need to have...

Education: Completion of secondary school education and a post-secondary certificate in the functional area. A first level university degree in Business Administration, International Affairs, Economic, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance would be an asset.

Experience: At least seven years of progressively responsible experience in direct implementation of food assistance as well as effective Food Value Chain-related projects including participation in implementation of programmes with increased level of responsibility, input in policy discussions activities for an NGO, government institution, UN Agency.

Knowledge & Skills:

Strong analytical, written, and oral communication skills, excellent interpersonal skills and ability to work in a team; ability to plan and organize work with minimum supervision; ability to work under pressure and meet tight deadlines; General knowledge of UN system policies, rules, regulations and procedures is desirable.

Languages: Fluency in English and Armenian languages; working knowledge (level B) of Russian language is desired.
