ORGANIZATIONAL CONTEXT
CPP was created to strengthen WFP’s capacity to implement the Strategic Plan, to measure our impact on alleviating hunger through food assistance, and to advance results-based performance and accountability across the organization. CPP coordinates and supports the implementation and roll-out of the Strategic Plan throughout the organization. CPP is also tasked with identifying measures of success, and to report on progress, results and lessons learned to demonstrate the impact of WFP’s food assistance on the lives of the beneficiaries. CPP is the custodian and the validator of the Corporate Results Framework which unifies in one document the programme monitoring and management performance measurements.
Key functional responsibilities of CPP are: • Embedding performance and risk management: CPP has corporate responsibility to embed integrated performance and risk management in WFP to inform decision making in a decentralised environment and to foster learning. In so doing CPP builds on the lessons learned and best practices of previous results-based management and risk management experiences in close collaboration with the Enterprise Risk Management (ERM) division. • Providing normative guidance for operational monitoring and evaluation liaison: CPP is responsible for establishing and maintaining standards, guidelines and a system for operational monitoring and reporting supported by decentralized evaluations in accordance with WFPs corporate performance management system as well as in line with the monitoring and evaluation strategy. • Leading and supporting corporate performance reporting, inter-agency/UN system reporting and donor performance assessments: coordination of all efforts towards demonstrating WFP’s organisational performance through its Annual Performance Reports; further, the coordination of management responses to the recommendations of evaluations provides CPP the opportunity to track the application of lessons learned in strategic planning process as well as programme design and implementation status. CPP also leads the coordination and support to WFP’s Annual Country Reports as well as donor performance assessments. • CPP promotes dialogue to sensitise internal stakeholders on performance management and accountability issues. CPP is fulfilling its mandate in an inclusive and consultative manner to promote learning lessons from implementation, influencing project design and implementation, management of programmes, as well as standards and systems development.
JOB PURPOSE
The corporate results framework (CRF) for 2022–2025 is the operational tool for the implementation of the new strategic plan, defining what WFP will deliver (programmatic outcomes and outputs) and how this will be achieved through management results, based on organizational enablers. The new CRF underscores the need to ensure better adherence to results-based management principles, a sharper focus on cross cutting priorities and increased capacity to monitor and demonstrate do no harm approaches throughout operations, namely through the new ESSF.
This position responds to the need (stated by management, donors and UN reform requirements) to develop a much stronger performance and accountability framework around corporate cross-cutting priorities and results as well as related donor and UN reporting requirements. The pivotal and analytical role aims to ensure that WFP’s planning, monitoring and performance reporting procedures, systems and tools are effective in seamlessly meeting leadership priorities, donor priorities and UN reform requirements, in the areas of cross-cutting priorities and environmental and social safeguards.
The Senior Performance Advisor will report to the Deputy-Director CPP and advise and support the aims of the performance management and accountability functions, including interagency working groups and reporting. Specifically, the purpose of this position is to:
- Develop proposals to strengthen the application of results-based management principles and cross cutting priorities in corporate performance management in support of the CRF and SP.
- Provide on-going analysis and policy advice to the Deputy Director CPP and CPP Performance Teams on possible strategic positioning of the Organization in relation to decisions on UN performance assessment and reporting on results at inter-agency level under the coordination of DCO, and other relevant entities.
- Coordinate CPP technical inputs into the IAWG on Programme Development and Results and the Data and Results Network, the Inter-Agency UN-SWAP Results WG, including with a focus on how to enhance the Organization’s adherence to and participation in UNINFO.
- Lead the development of a holistic framework (SOPs, system specifications and live reports), aligned with corporate priorities, UN and donor requirements, for planning monitoring and reporting on cross -cutting priorities and environmental and social standards in CSPs from a results-based performance perspective covering both programmatic and management dimensions for the entire CSP cycle, with focus on the processes related to the MP and COMPs, the ACR and APR requirements and processes.
- Develop state-of-the-art critical path analysis and performance management SOPs and tools for the effective mainstreaming of cross cutting priorities and environmental and social standards in WFP’s CSPs and M&E plans.
- Convene and manage a cross cutting priorities and environmental and social standards WG (HQ, RBx and CO) for the purposes of performance management reflecting the centrality of cross-cutting priorities in meeting the needs of beneficiaries and galvanizing corporate buy-in for a holistic approach.
- Provide on-going analysis and advice on how to strengthen donor engagement around the CRF and WFP’s adherence to and performance against minimum fiduciary standards and expected requirements in the areas pertaining to results- based management, cross-cutting priorities and environmental and social safeguards.
KEY ACCOUNTABILITIES (not all-inclusive)
- Act as CPP focal point for the review of OEV Evaluations related to cross-cutting priorities and to Management Results.
- Analyze and advise on key management priorities related to performance management, the mainstreaming of results-based management principles, cross cutting priorities and to environmental and social safeguards as expressed through the Management Plan process and ensure they are reflected as needed through SOPs and tools that support the CSP cycle.
- Monitor the evolution of UN and humanitarian reform requirements in relation to results-based management, data and reporting.
- Analyze and advise on minimum fiduciary standards of WFP’s top 6 donors in relation to monitoring, reporting, cross-cutting priorities and environmental and social safeguards.
- Monitor and review the extent to which WFP is delivering on policy commitments related to cross cutting priorities and WFP’s ESSF through effective planning and reporting procedures and tools.
- Provide technical advice related to UN Reform developments, especially concerning joint planning and reporting on results, indicators on management performance considered as good practice, particularly as this relates to the growing demand for inter-agency reporting and results-focused reporting processes.
- Support the Divisional Chiefs and/or team members in an effective dialogue with other work units associated with Strategic Plan/CRF implementation, including with OEV to ensure qualitative and impact measurements are considered in the context of the new CRF.
- Participate in the UN Strategic Planning Network meetings, draft QROs, suggest key entry points for WFP participation, contribute to the new RBM Handbook for DCO review and endorsement by the UNSDG.

DELIVERABLES AT THE END OF THE CONTRACT:
The delivery of a completed, coherent, and holistic set of guidance for the mainstreaming, quality assurance and performance management of cross-cutting priorities in CSPs:
• A methodological and operational framework (SOPs and system based tools) for managing strategic planning and performance measurement under WFP’s key cross-cutting priorities, Protection and Accountability to Affected Populations, GEWE, Environmental Sustainability (including ESSF) and Nutrition Integration.
• Substantive RM Department inputs into the review and update of CRF and CSP guidance materials in the context of the new set of cross-cutting priorities.
• Preparation of technical notes, upon request, to advise the Deputy Director and Chiefs on matters related to performance, results and reporting associated with Inter-Agency WG processes, deliverables and UNDS engagement as it relates to WFP.
Critical Success Factors: Demonstrated effectiveness in developing Results Frameworks and related implementation guidance with a focus on programme and project cycle management and M&E; ability to provide technical advice and mobilise technical expertise, on a broad range of operational areas to managers and staff in the region; strong facilitation skills and ability to integrate concepts with practice; strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavor through demonstrated technical leadership; excellent drafting ability and communication skills, both oral and written; ability to conduct presentations clearly and concisely; ability to deal patiently and tactfully with people of different national and cultural backgrounds; resourcefulness, initiative, tact and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in development studies, public administration, business, political or social sciences or related fields.
Experience: Ten or more years of relevant experience in results-based management and M&E systems applied at project, programme and corporate levels. Demonstrated experience in mainstreaming cross-cutting priorities throughout projects, programmes and corporate results frameworks. Knowledge of RBM as applied within other UN agencies, particularly with regard to quality assurance, measurement of cross-cutting priorities and development outcomes. Knowledge of donor assessments, particularly MOPAN, as well as related donor and OECD DAC guidance. Experience in the analysis of both qualitative and quantitative data and reporting in the field desirable. Experience with management accountability, oversight and compliance indicators, and with drafting. Developing training materials and training facilitation experience is highly desirable. Experience with M&E systems, including indicator formulation as well as formulation of strategic plans and corporate results pathways desirable.
