The position is assigned in the Regional Cooperation and Integration Unit (SERC) within the Southeast Asia Department (SERD). SERD covers operations in Brunei Darussalam, Cambodia, Indonesia, the Lao People's Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor Leste, and Viet Nam. SERC supports policy dialogue, programming, portfolio development, oversight of strategy execution, knowledge management, results monitoring, and implementation of ADB’s Regional Cooperation and Integration Operational Plan to support ADB's overarching goal of poverty reduction through regional collective actions.

Job Purpose

The Senior Operations Officer (Resource Planning) will provide in-depth technical support and coordination in technical assistance (TA) processing and administration, country partnerships, engagement strategy, and/or focal responsibilities for non-resident mission (RM) countries. The incumbent will report to designated International Staff and will supervise Administrative Staff (AS).

Responsibilities

· Supports the coordination of high-level events under the Indonesia–Malaysia–Thailand Growth Triangle (IMT-GT) and Brunei Darussalam–Indonesia–Malaysia–Philippines East ASEAN Growth Area (BIMP-EAGA) subregional cooperation programs, including Ministerial Meetings, Summits, and other knowledge-sharing events, and coordinates with ADB sectors groups to ensure coherent support by ADB to these programs

· Supports BIMP EAGA/IMT-GT/GMS (B-I-G) capacity building trainings and events, as required. for government officials, organizing, coordinating and evaluating the program

· Provides support to produce knowledge products under IMT-GT and BIMP-EAGA.

· Reviews and provides inputs to country information notes for ADB management, Asian Development Outlook (ADO), and ADO Update, ADB Annual Meeting and ADB Annual Report and other related economic documents for non-resident mission countries.

· Assists in the preparation of the ADO and the ADO Update for Malaysia gathering data and prepares the narrative for the recent macroeconomic performance of the country.

· Assists in the preparation of Country Information Notes (CINs) on Brunei Darussalam, and Malaysia, including collation of recent political and economic developments from both internal and external sources.

· Supports the formulation of upstream knowledge partnership strategies for key non-resident mission countries; and provides operational support to key initiatives in non-resident mission countries, including Malaysia and Brunei-Darussalam.

· Actively supports the management of the ASEAN Infrastructure Fund (AIF); supports identification of projects for AIF financing and reporting of AIF project pipeline; coordinates with all other relevant ADB departments for timely delivery of all other AIF administration requirements; manages AIF-related TAs; and provides secretariat support for AIF Board meetings.

· Oversees the TA’s design and implementation to support the Brunei-Darusalam, Indonesia, Malaysia ,Philippines East ASEAN Growth Area (BIMP-EAGA) and the Indonesia-Malysia-Thailand growth Triangle (IMT-GT) regional cooperation initiatives.

· Performs other duties that may be assigned and as reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

· Bachelor's degree in Economics, Economic Development, Public Policy and Administration, or related areas; preferably with post-graduate level degree/units in the aforementioned fields.

· At least 8 years of hands-on experience in country programming and/or portfolio management, project processing and administration, and knowledge of relevant development sectors and at least 4 years of supervisory experience.

· Demonstrated expertise and knowledge of policies and practices of bilateral donors, multilateral institutions and other international organizations.

· Proficiency in database management methods, word processing, and other computer software.

· Strong analytical skills.

· Ability to guide AS to facilitate work planning, delivery and quality review.

· Ability to liaise and work effectively with government officials.

· Ability to work collaboratively with teams as a constructive team member.

· Strong oral and written communications skills.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
