Organizational Setting and Reporting Relationship

This position is assigned to the Lao Resident Mission (LRM) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Vientiane.

You will report to the designated International and senior National Staff.

Your Role

As an Associate Project Analyst, you will provide analytical support to the functions of project processing and administration and portfolio management in the assigned sector(s).

You will:

· Provide assistance to project processing and administration teams on assigned sector(s); participate in various missions as required; and contribute to the overall preparation and updating of project administration manuals.

· Provide inputs to mission back-to-office reports, aides memoire and other needed documents.

· Update information on the physical and financial progress of assigned ongoing loan, grant and technical assistance projects in e-Operations and other ADB online systems; review project audit reports; assist the project officer(s) in identifying project issues for necessary actions to ensure timely and quality project implementation; and prepare required documents for public disclosure.

· Monitor and analyze contract award and disbursement performance against targets to identify shortfalls and their underlying causes, and follow up these matters with relevant executing agencies.

· Process consultant recruitment; process contract variations; review consultant claims; and process contract termination and closure.

· Contribute to the review of various procurement documents; and prepare the required correspondence; follow up on agreed actions to resolve implementation issues; and provide on-the-job and related capacity development training to executing and implementing agency counterpart staff.

· Maintain and update records in e-Operations to monitor compliance with loan/grant and technical assistance (TA) covenants; follows up on outstanding obligations of executing and implementing agencies for timely submission of various reports and similar documents.

· Review and process withdrawal applications and other disbursement-related requests from executing agencies; verify compliance with ADB’s disbursement guidelines and procedures; review project costs and ADB's share of financing commitments; assist the project officer in tracking budget shortfalls and identifying underlying causes of such shortfalls; and prepare the required correspondence to include, but not limited to requests for project extension, reallocation/cancellation of loan/grant/TA proceeds, and closing of project accounts.

· Review audited project financial statements in consultation with Lao Resident Mission focal for financial management and ensure timely disclosure of all project documents required under ADB public communication policy.

· Liaise with executing/implementation agency counterparts and follow up on issues/agreed actions as needed.

· Assist the project officer(s) in the preparation of project completion reports and/or technical completion reports as well as circulation of the reports to the ADB Board.

· Perform other duties as may be assigned and reflected in the incumbent’s workplan.

Qualifications

You will need:

· Bachelor's degree in finance, business administration, management, or a relevant discipline;

· At least 5 years of relevant work experience;

· Knowledge and understanding of project operational processes and procedures, to include but not limited to, programming and project preparation, implementation and evaluation, preferably those of multilateral/international development organizations;

· Ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers and sections of reports;

· Good analytical thinking and interpersonal skills;

· Effective report-writing and communication skills in English;

· Proficient in word processing, spreadsheet, graphics and relevant software/applications;

· Ability to liaise and work effectively with staff within own work location and work collaboratively with teams as a constructive team member;

· Ability to establish and maintain productive contacts with representatives of government, executing/implementing agencies and development partners, at various levels; and

· Ability to work with individuals from different cultural/national backgrounds.

Additional Information

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and residents of Lao PDR.
