Organizational Setting and Reporting Relationship

This position is assigned to the Lao Resident Mission (LRM) within the Southeast Asia Department (SERD). You will also have a matrix reporting line to the Regional Lead Economist for Southeast Asia, Economic Research and Development Impact Department (ERDI) for economic analysis of country partnership strategies (CPS); country economic monitoring and preparation of Asian Development Outlook (ADO) country chapters; and economics-related analytical work. You will report to the Country Director, LRM, and will supervise National and Administrative Staff.

If you are an internal candidate and selected for the position, your assignment to LRM will be immediate unless it involves a change in staff category. If you are a selected external candidate or new IS, you will initially be based in ADB Headquarters in Manila for 1 year before moving to LRM.

Your Role

As Senior Country Economist you will lead LRM's economic work, including through dialogue with government, coordination with development partners and other stakeholders, and preparation of knowledge solutions. This includes the conduct of regular economic analysis and monitoring. As the Country Team Leader, you will lead the development of the Lao PDR Country Partnership Strategy (CPS), which is aligned with Lao PDR's development plans and ADB's Strategy 2030, and support CPS implementation, and development of the country program. Recognizing that Lao PDR is classified as a fragile and conflict-affected situation (FCAS), you will also provide support to engagements between government and various ADB divisions in the design and processing of loans and technical assistance; in non-lending products and services and knowledge solutions; and for regional cooperation initiatives including overseeing the coordination of Greater Mekong Subregion (GMS) activities in the Lao PDR. You will also assist in external relations activities, including coordination with development partners, civil society, and the press.

Additional Information

Staff on probation are not eligible to apply. Applicants for promotion must have served at their position for at least one year and must have normally served at their personal level for at least two years immediately preceding the date of the vacancy closing date. Applicants for lateral transfer must have served at their position and personal level for at least one year immediately preceding the date of the vacancy closing date (reference A.O. 2.03, paragraphs 5.8 and 5.9).

In the event that the staff appointed to a new category (i.e., from AS to NS, or from NS to IS) is rated at 2 or lower in the first two performance reviews after appointment at the new level, they will return to the level occupied immediately prior to their appointment in the new category.

For staff on fixed term appointment: (a) the current fixed term appointment will be terminated before the effective date of the new fixed term appointment; and (b) a decision on their fixed term appointment will be made at the end of the new fixed-term.

Staff who are currently under regular appointments but will transition to this position will retain their regular appointment status.
