This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The incumbent will support the monitoring and evaluation functions by providing technical support in data analysis for all M&E data and prepare required dashboard and maps. The incumbent will work with all the relevant actors to ensure that quality control measures and processes are in line with IOM policies, standards and commitments.

Within the delegated authority and under the supervision of Monitoring and Evaluation Officer (Cross Border) or his/her designated mandated representative(s), the UNV Senior Monitoring and Evaluation Assistant will: • Provide relevant M&E data to support the development of projects in particular to meet the requirements on Project development (PD) and M&E as set out by donors, IOM project handbook and IOM M&E framework. • Assist and guide the cross-border M&E team in standardization of tools, database and data management. • Provide support to Monitoring & Evaluation (M&E) team to monitor targets and indicators using agreed M&E Frameworks and work plans, standardized tools and questionnaires. • Participate in regular M&E coaching and mentorship sessions for Implementing Partners (IPs) to: • Promote adherence to agreed M&E standards for IOM and donors; • Encourage widespread use of appropriate data collection methods; • Improve data quality assurance during data collection; • Gather feedback on the effectiveness of qualitative and quantitative data collection methods. • Consolidate, review, clean and analyze M&E data from all M&E activities/initiatives which includes third party monitoring (TPM), accountability to affected population (AAP) and commodity tracking system (CTS). • Create and maintain dashboards, maps and other types of visualization products analytical reports for cross-border M&E in close coordination with the Whole of Syria officer and project managers. • Assist in the circulation of relevant qualitative and quantitative data and report to relevant IOM project managers and M&E team in line with M&E frameworks. • Maintain the strictest confidentiality of all data collected and related processes; verify all data are stored according to IOM data storage guidelines; actively take measures to prevent the unauthorized sharing of any beneficiary data to external parties and ensuring accuracy, consistency and privacy of the shared data. • Maintain data quality/assurance of all data collected from all monitoring exercises, accountability to affected population (AAP), commodity tracking system (CTS) and other data gathering initiatives. • Assist in the development of thematic/sectoral reports in coordination with program managers to be used for internal and external communications materials, highlighting outcomes and impact across the thematic areas and when applicable, to specific areas or groups of beneficiaries. • Participate and support TPM initiatives by donor, and other IOM sectorial and area assessments, baselines and evaluations. • Provide routine training to TPM implementing partners on kobo toolbox, power BI, data management etc.

Gaziantep, previously and still informally called Antep, is located in South Eastern region of Turkey and is the sixth most populated city in Turkey. Gaziantep is an economic center for South Eastern and Eastern Turkey. Due to the growing need for humanitarian assistance in the South Eastern region and near the Turkey-Syria border area, increasing number of UN organizations and NGOs are present in Gaziantep. • Security: Gaziantep is classified as Security Level 2 in the UN system. Gaziantep is generally a safe city, although precautions are necessary due to the proximity to the Syrian border and the increased population movements in the region. There are no direct threats towards United Nations and its staff in Turkey. • Medical Services: No special vaccinations are required for a travel to Gaziantep. Medical services available are of high quality, and health care services are also available in English. • Housing: Apartments / flats are easily available and generally of good condition, with well functioning services (gas, electricity, water). The cost of housing varies, depending on the location, size and facilities. Housing in general is the largest monthly expense. Upon arrival, UN Volunteers will temporarily stay in a hotel until long-term housing is found. The host UN agency and UNV offices in Turkey can provide assistance to UN Volunteers in identifying real estate agencies and suitable housing. • Cost of living and services: Although housing cost may not be economical, daily essentials such as basic food and products are affordable. The provision of goods and services is generally accessible in Gaziantep. Multiple short flights are available daily between Gaziantep and Istanbul/Ankara/ other major cities, which offer wider options of goods and services. • Weather: Gaziantep has a Mediterranean climate with influences of a continental climate during winter. It has dry hot summers and cold occasionally-snowy winters. • Language: Turkish is the only official language in Turkey. Arabic is increasingly spoken in Gaziantep due to the recent regional trends in cross-border population movements. English is widely spoken in touristic areas in Turkey, but it is less common in Gaziantep. In supermarkets and shops, a few Turkish words are useful. Good and safe English language Internet banking services are available, which makes up for the lack of English-speaking staff in many of the bank branches. Turkish language schools are available in Gaziantep. • Education for Dependents: Please note that the Volunteer Living Allowance (VLA) would be sufficient to cover children’s public-school education costs (Turkish-speaking primary & secondary schools, free tuitions); however, it would not be sufficient for private schools with instructions in English or other non-Turkish languages.
