Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on apolitically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization.

Tasks and Responsibilities:

Under the overall supervision of the e OSCE Chief Medical Officer (CMO), the successful candidate will be tasked with the following duties:

  1. Supporting the OSCE Chief Medical Officer in the implementation of the occupational health and safety (OSH) framework in the OSCE, including project management, preparing routine and non-routine correspondence and assisting the OSCE Chief Medical Officer in all administrative tasks; whenever required, briefing and advising staff on medical procedures, facilities and health insurance processes;
  2. Performing paramedical tasks as assigned by the OSCE Chief Medical Officer, such as measuring vital parameters, taking ECG, administering of vaccines, providing first aid, certifying of sick leave, providing medical referrals to personnel, co-ordinating medical clearance procedures within the executive structures, delivering medical training and maintaining medical equipment in compliance with hygiene regulations;
  3. Collecting, filing and communicating confidential medical documentation and files from all staff/mission members and other personnel, as required; ensuring that medical findings are dealt with the highest level of confidentiality across the Organization; administering dedicated electronical records software for medical files;
  4. Ensuring that medical equipment and supplies are well maintained and placed in order; providing administrative and procedural support to the Chief Medical Officer in his/her provision of expert advice in relevant tenders;
  5. Ensuring that delivered administrative forms of sick leave in the Secretariat and Freedom of the Media are reviewed by the Chief Medical Officer and processed in a timely manner; initiating actions in line with established SOP in case of extended sick leave; assisting the Chief Medical Officer in responding to queries on sick leave management from the other executive structures;
  6. Arranging medical appointments in various medical facilities in and outside the country, and accompanying staff members to outside medical facilities, when requested by the Chief Medical Officer or Senior Psychologist; arranging for medical translation/interpretation as required to ensure quality treatment/accurate evaluation of the medical condition of staff/mission members;
  7. Performing other relevant duties as assigned.

Necessary Qualifications:

  • Completed secondary education in the field of medicine and possession of national registration and license to practice;
  • A minimum of 8 years of experience related to acute/emergency medicine; dealing with medical confidential information in an office set up, or hospital or in a medical unit preferably in an international context;
  • Knowledge of project management is an asset;
  • Willingness and ability to travel across the OSCE area and answer queries outside of regular working hours, when required.
  • Professional fluency in English and German with excellent communication (both oral and written) skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications and electronic medical records.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is around EUR 5,900 (12 times a year) depending on family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
