Org. Setting and Reporting The objective of this Convention is to combat desertification and mitigate the effects of drought in countries experiencing serious drought and/or desertification, particularly in Africa, through effective action at all levels, supported by international cooperation and partnership arrangements, in the framework of an integrated approach which is consistent with Agenda 21, with a view to contributing to the achievement of sustainable development in affected areas. The functions of the secretariat are, among others, to make arrangements for sessions of the Conference of the Parties (COP) and its subsidiary bodies. In addition the secretariat also provides assistance to Parties in implementing the Convention.

This post is located at the UNCCD secretariat duty station in Bonn, Germany.

Responsibilities Under the direct supervision of the Chief, Administration Services, the the incumbent will perform the following duties: - Contribute to UNCCD strategy and objectives, providing high technical guidance and IT solutions, tailored made , keeping in mind the complexity of the operation. - Lead and manage the provision of the UNCCD IT infrastructure which supports all secretariat IT business systems, particularly e-mail, web, database, enterprise resource planning systems, Active Directory, mobile communications and external and continual review of hardware and software to ensure that all systems are fully functional and secure, and the maintenance of data integrity through a strict backup regime. - Advise the Chief of AS in the planning, scoping and procurement of new hardware and software, including the development of the IT section budget. Plans the deployment of new hardware and software to ensure maximum availability and minimal disruption to UNCCD business. - Participating in the planning of new IT systems and overseeing the development and implementation of these systems. - Ensuring 24/365 up-time for all the IT services for the efficient functioning of the secretariat. - Drafts correspondence and communications; including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports such as the drafting and implementing of IT policies and the drafting of IT audit reports. - Assists in procurements, including conducting needs assessments and benchmarks, preparing technical specifications and evaluation criteria. - IT support during the conferences: Serve as a team leader on planning and implementing IT services for offsite conferences (COP, CRIC, Regional Meetings, etc) of the secretariat by attending the technical missions to the host country and negotiating the IT services and components on behalf of the secretariat; designing the logical infrastructure for deployment of IT services at the offsite location, in consultation with the technical personnel of the host country and local contractors; overseeing the implementation of the IT services at offsite locations; providing high-level expertise to assist host country technical personnel in the setup and running of the conference systems; monitoring all IT systems during the conference and supervise local staff providing IT assistance during the conference. - Communicate & provide regular feed back and report clearly on current IT bottlenecks. Propose and coordinate interim solutions to the end users. - Monitor and analyze use, efficiency and effectiveness, and develop enhancements and new features. - Provide operational support, monitor performance and resolve problems. - Keeps abreast of developments in the field; conducts research on new technologies; performs benchmarking and proposes new acquisitions; assists in the implementation of new technologies. - Provides guidance and training to new/junior staff; plans day-to-day work and supervises other staff as required. - Performs other related duties as required.

Education High school diploma or equivalent is required. A post-secondary certificate in the related functional area is desirable.

Work Experience A minimum of ten (10) years of experience in information systems analysis and programming, systems administration and maintenance, software development, and managing a service desk providing IT user support is required.

Experience working with the United Nations or similar international organizations and supporting big events such as conferences is required.

Experience with providing technical support for intergovernmental or parliamentary processes, and related external stakeholders, at the international, national or local level is desirable.

Experience with procurement operations including system specifications, product specifications & bid analysis is desirable.

Languages For this position, fluency in English is required. Knowledge of another UN official language would be an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
