Org. Setting and Reporting The objective of this Convention is to combat desertification and mitigate the effects of drought in countries experiencing serious drought and/or desertification, particularly in Africa, through effective action at all levels, supported by international cooperation and partnership arrangements, in the framework of an integrated approach which is consistent with Agenda 21, with a view to contributing to the achievement of sustainable development in affected areas. The functions of the secretariat are, among others, to make arrangements for sessions of the Conference of the Parties (COP) and its subsidiary bodies. In addition the secretariat also provides assistance to Parties in implementing the Convention.

This post is located at the UNCCD secretariat duty station in Bonn, Germany.

Responsibilities Under the direct supervision of the Chief, Administration Services, the the incumbent will perform the following duties: - Administration of Entitlements: provide advice on interpretation and application of policies, regulations and rules, review and provide advice on exceptions to policies, regulations and rules, administer and provide advice on salary and related benefits, travel and social security entitlements, determine and recommend benefits & entitlements for staff on the basis of contractual status, review policies and procedures and recommend changes as required, review and recommend level of remuneration for consultants. - Recruitment and Placement: identify upcoming vacancies in coordination with client Units, prepare vacancy announcements, review applications and provide a short –list to those Units, arrange and participate in interviews to select candidates, review recommendations on the selection of candidates by the Units, serve as ex-officio in appointment and promotion bodies, prepare and present cases to these bodies, prepares job offers for successful candidates, monitor and evaluate recruitment and placement related activities of Units, and recommend changes or corrections related to procedures to these Units. - Classification: Lead and coordinate the review and processing of requests for classification. Analyze and evaluate Job Descriptions/Profiles (JD/JP) and Terms of Reference (ToR) in accordance with the available classification master standards. Provide expert advice and respond to queries on classification policy issues, rules, procedures, and processes, including job content, level, functional titles, job codes and networks, organizational set-up, reporting lines, drafting ToRs and JD/JPs. Prepare classification notices and advice, lead classification desk audits and prepare desk audit reports. Prepare and review a variety of correspondence and communication related to classification activities and initiate follow-up actions. - Staff Development and Career Support training: Assists in the development of career development programme; Assists in the organization and conduct of training courses and workshops; provide induction orientation programme and briefing to new staff members, provide performance management advice to staff and management, assist supervisors and staff with understanding and using the performance appraisal system (PAS), assess training needs. - General: provide advice and support to Chiefs and staff on human resources related matters, prepare special reports and anticipate and / or lead special human resources projects, keep abreast of developments in various areas of human resources, maintain a current knowledge of UN guidelines, policies, procedures, rules and regulations, and exceptions. Conducts exit interviews for separating staff and assists him/her in final arrangements - Other Duties: advise and counsel staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements, conduct and coordinate salary surveys assessing the labour market and establish salaries and related allowances of locally recruited staff, prepares written response to queries concerning HR related matters. Review and analyse the recommendations and findings of related internal and external audits, prepare recommendations to address referenced issues, monitor and prepare updates of the implementation of recommendations. - Perform any other job-related activity required to achieve the goals and objectives of the Global Initiative and its office.

CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education High school diploma or equivalent is required. A post-secondary certificate in the related functional area is desirable.

Work Experience A minimum of ten years of progressively responsible experience in human resources management, administrative services or related area is required.

In-depth experience in job evaluation and the application of classification standards is required.

At least two years of experience in the application of UN common system HR rules and regulations is required.

Experience working with human-resources modules of an enterprise resource planning (ERP) system, preferably UMOJA is required.

Experience working in the United Nations system or other similar international organization is desirable.

Languages For this position, fluency in English is required. Knowledge of another UN official language would be an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
