MANDATE OF THE DEPARTMENT: To deliver the UNAIDS mandate and provide leadership in the global AIDS response, the UNAIDS Secretariat counts on a capable and highly qualified workforce that is multi-skilled, diverse, mobile and able to work across disciplines. Within the Management Department, the People Management Department (PMD) ensures that human resources are aligned with the organizational strategy and priorities.

The HR Operations team ensures provision of efficient HR services including selection and recruitment, contract administration, assessment centers, staff data tracking and reporting, and liaises with the appropriate WHO entities and service centers to ensure the effective provision of HR systems, tools and services. Main tasks and Responsibilities of the Position: Under the supervision of Chief, HR Operations, the incumbent is responsible for the following:

  1. Lead on development, implementation, adaptation, update, and integration of HR systems and tools, whether owned by the UNAIDS Secretariat, or procured through different contractual modalities, in close partnership with the ICT Department. Serve as People Management focal point on ERP, liaise with key WHO counterparts as entry point to UNAIDS People Management, facilitate timely flow of information, coordinate testing and feedback on HR processes, and develop training plans. Facilitate increased use of artificial intelligence and digital solutions in the areas of People Management. Develop and re-engineer HR processes and tools to increase efficiency and effectiveness in delivery, in support to organizational mandate.

  2. Serve as focal point within HRO on HR policies and administrative issuances, reflecting organizational needs, best practice, and WHO policies. Support managers and staff on the interpretation and application of policies, contributing to ensuring knowledge of policies and compliance by managers and all staff, as well as a respectful workplace, free of harassment and abuse of authority. Continually review UNAIDS policies in the context of ICSC determinations, such as changes to UN Common System benefits and entitlements and WHO policies. In close coordination with HPL, identify the need for new policies and recommend changes to existing policies.

  3. Undertake research on HR management, including exploring best practices in other international organizations, and prepare recommendations accordingly. Develop systematic feedback mechanisms for evaluating policy impact and effectiveness, and mechanisms for policy updates considering evolving organizational needs. Keep abreast of topics relating to inter-agency HR policy development and analyze impact on UNAIDS. Represent UNAIDS at relevant inter-agency fora.

  4. Perform other related duties as required.

    REQUIRED QUALIFICATIONS Education: Essential: Advanced university degree at Master's level or equivalent in human resources management, public or business administration, ICT, or related field. For internal candidates, a first university degree and 9 years of professional experience will be considered as equivalent. Competencies: UNAIDS Values

Additional Information: Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. Annual salary: (Net of tax) USD 97,139 at single rate Post Adjustment: 40.5 % of the figure(s) on the left side.
