You have:
- Master’s Degree or its international equivalent in public health, epidemiology, health informatics, biostatistics or a related field.
- Over 6 years of relevant experience in the implementation of health information systems (HIS), digital health solutions, data analytics, and data visualization.
- Demonstrated experience and solid knowledge of Global Health Security tools, frameworks, and regulations, applying a One Health approach, including global health security information systems, disease surveillance, and outbreak and incident reporting.
- Proven experience using DHIS2 or similar platforms for health data management, visualization, interoperability, and system integration.
- Experience working on large U.S. Government–funded projects or leading technical implementation efforts in public health programs.
- Demonstrated ability to analyze complex data ecosystems and recommend context-sensitive, sustainable technical solutions.
- Experience with GIS and geospatial analysis or modeling is preferred.
- Full professional proficiency in English and Spanish (reading, writing, and speaking).

Project Description
Strengthening Infectious Disease Detection Systems (STRIDES) is the United States Government’s flagship project for global health security. It aims to strengthen countries’ capacity across laboratory and surveillance systems to prevent, detect, and rapidly and effectively respond to emerging infectious diseases and other public health threats. STRIDES is a global mechanism, a contract with a five-year (2024–2029) period of performance, led by FHI 360 as the prime, with core partners such as Black & Veatch focusing on biosecurity and biosafety and PATH on surveillance activities.
Job Summary:
The Senior Health Information Systems Officer will provide technical support to staff and project and will lead the design and implementation of activities focusing on enhancing health information systems for STRIDES Activity in Colombia. S/He will work towards strengthening surveillance and health data systems in close collaboration with government partners. This will include digitalization of surveillance data, increasing interoperability and data sharing across sectors, improving health data analytics and data visualization, geospatial mapping, and enhancing alert generation, among other aspects. She/he will collaborate closely with the project MEL Officer in the generation of health analytics to support STRIDES MEL reporting. S/He will work closely with the STRIDES project country and Headquarters (HQ) teams to coordinate on the technical aspects of surveillance and health informatics system activities.
Accountabilities:
Technical Requirements:
- Provide overall technical leadership, direction, and guidance to project staff on health informatics initiatives in Colombia.
- Deliver technical support for the design, implementation, and strengthening of robust, integrated case-based surveillance (CBS) systems, including consolidation of facility- and community-level data across multiple diseases of public health importance, automated data collection from existing digital systems, data analytics and visualization, and enhanced alert generation.
- Support the strengthening of surveillance system interoperability and data sharing through the integration of multisectoral surveillance systems.
- Provide technical assistance to advance the digitalization of surveillance and health data systems, including the development and dissemination of surveillance bulletins, as applicable.
- Collaborate closely with government counterparts and key stakeholders in the design, implementation, and optimization of health informatics platforms.
- Support data linkage and integration of partner-supported digital solutions and electronic surveillance tools.
- Work closely with project teams to ensure health informatics implementations are technically sound and aligned with FHI 360 strategies, standards, and standard operating procedures (SOPs).
- Develop and contribute to technical briefs, reports, presentations, and other materials supporting research, best practices, policies, and procedures related to health informatics.
- Provide technical input and guidance on STRIDES project best practices related to health informatics and surveillance systems.
- Participate in client meetings and contribute to the preparation of technical reports and presentations.
- Provide additional health informatics technical support as required.
Applied Knowledge & Skills:
- Advanced expertise in health informatics concepts, practices, and the design, implementation, and optimization of Health Information Systems (HIS).
- Strong leadership and technical understanding of infectious disease surveillance, surveillance system strengthening, outbreak and incident reporting, data governance, and multisectoral coordination with government and non-government stakeholders in low- and middle-income countries (LMICs), preferably in Colombia or Latin America.
- Demonstrated ability to provide strategic analytical guidance, capacity building, and technical training, with contributions to high-quality publications, technical reports, and tool development.
- In-depth knowledge of national health information systems and digital health architectures, particularly in Colombia or Latin America.
- Strong project management capabilities, including oversight of complex initiatives, risk mitigation, problem-solving, and implementation of corrective actions.
- Excellent communication, negotiation, coordination, and interpersonal skills, with the ability to influence, mentor, and collaborate effectively across multidisciplinary teams and senior stakeholders.
- Cultural sensitivity and a strong understanding of political, ethical, and contextual considerations affecting health information systems and data use.
- High level of professionalism, with the ability to communicate clearly and effectively with senior leadership, clients, and technical staff.
- Demonstrated proficiency in Microsoft Office Suite and related professional productivity tools.
- Full professional proficiency in English and Spanish (reading, writing, and speaking).

- Proven experience in the design, development, and oversight of dashboards, data management solutions, analytical tools, and database management systems to support evidence-based decision-making.
- Experience leading the development of scopes of work, technical deliverables, and performance expectations for partners, consultants, and implementing teams.
- Experience with GIS and geospatial analysis or modeling is preferred.

The expected hiring salary range for this role is COP 130,000,000 - 170,000,000 annually for basic salary.
