Org. Setting and Reporting

This post is located in the Finance and Budget Section (FBS), in the Programme Support and Management Services (PSMS), at the Office of the High Commissioner for Human Rights (OHCHR), Geneva. The incumbent reports to the Chief, Finance and Budget Section.

Responsibilities

Within delegated authority, the Senior Budget Assistant will be responsible for the following duties: Budget: • Undertakes reviews, analyses and compiles the annual Regular Budget submission and its revisions. • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates. • Assists managers in the elaboration of resource requirements for budget submissions and the Programme Budget Implication (PBI) documents at each Human Rights Council session. • Acts as Certifying Officer to ensure that proposed obligations and expenditures are in accordance with approved budgets and established rules and regulations. • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary. • Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures under all aspects of the OHCHR Regular Budget. • Assists in the preparation of budget performance submissions. • Assists in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. • Monitors integrity of various financial databases. • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. General: • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. • Provides guidance, training and daily supervision to other general service staff in the area of responsibility. • Performs other related duties, as assigned.

Work Experience

A minimum of ten (10) years of experience in finance, budget, accounting, administrative services or related area is required. The minimum years of relevant experience is reduced to eigth (8) for candidates who possess a first-level university degree or higher. Experience with preparing budget proposals and budget monitoring for both extra-budgetary and regular budget resources is desirable. Experience in processing transactions using the finance, organisational management and budget intelligence and reporting modules in ERP systems such as SAP or Umoja is desirable. Experience in providing guidance/training on finance and budget rules and procedures and related SAP or Umoja processes to staff at large is desirable. Experience in providing budgetary and financial support and advice to Headquarters and field offices is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and French is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
