Result of Service

The ultimate results of the consultancy will be a detailed policy brief and presentation that enhance understanding of Argentina's comparative advantages in the green economy and their alignment with global market opportunities. This will lead to actionable recommendations for policymakers and stakeholders, strengthen Argentina’s position in international green markets, and foster increased investment and trade. Additionally, the consultancy will facilitate effective stakeholder engagement and advocacy for the sustainability of PAGE initiative in Argentina beyond the final event, boosting Argentina’s visibility and influence in global sustainability initiatives.

Duties and Responsibilities

The Partnership for Action on Green Economy (PAGE), an interagency initiative involving the International Labour Organization (ILO), United Nations Industrial Development Organization (UNIDO), United Nations Institute for Training and Research (UNITAR) and United Nations Development Programme (UNDP) supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. With PAGE support, Argentina has kept a focus on green economy in its agenda and has advanced policies in the areas of green jobs, just energy transition and social economy with the aim of providing new growth opportunities through a sustainable approach. This includes an emphasis on investment in industrial development focused on small and medium-sized enterprises, promotion of circular economy, resource-efficiency and energy-efficiency in critical sectors as well as renewable energy generation, the production of hydrogen, all offering opportunities to create green jobs and promote social inclusion. The phase out of PAGE planned in 2024 brings opportunities for the country to sustain achievements led by PAGE in the country’s green economic transition. The Economic and Trade Policy Unit is executing the PAGE country delivery activities on behalf of United Nation Environment Programme (UNEP). The main activities to be carried out within the framework of this consultancy are: 1.Product 1: Proposal of Policy Brief -Outline of the Policy Brief: Develop a detailed outline that includes the main sections and sub-sections of the policy brief. This should provide a clear structure for the final document. -Table of Contents: Propose a preliminary table of contents that reflects the outline, organizing the topics systematically to ensure logical flow and coherence. -Proposed Bibliography: Include a list of relevant PAGE documents (2019-2024) and other key references that will be used to support the analysis.This should also identify additional sources, such as reports, academic papers, and policy documents, which will be reviewed for the policy brief. -Plan for Interviews with Key Stakeholders: Outline a strategy for conducting interviews with key stakeholders in Argentina, such as government officials, industry representatives, and PAGE partners, to gather qualitative insights. Include a list of potential interviewees and the key topics to be covered in each interview. -Product 2: Draft of the Policy Brief for PAGE Validation -Draft Policy Brief: Submit a draft policy brief, not exceeding 7 pages (excluding bibliography). This document should provide a comprehensive analysis of Argentina's comparative advantages in the green economy,backed by data and qualitative insights from stakeholder interviews. -Incorporation of Graphics and Infographics: Include relevant graphics and infographics to illustrate key data points and findings effectively. -PowerPoint Presentation: Prepare a PowerPoint presentation summarizing the key findings and recommendations of the draft policy brief.The presentation should be concise, visually engaging, and tailored for an audience of policymakers and stakeholders. 2.Product 3: Consolidated Report -Final Policy Brief: Deliver the final, polished version of the policy brief, incorporating feedback from PAGE and other stakeholders. This document should be fully validated and ready for publication. -Final PowerPoint Presentation: Submit the finalized version of the PowerPoint presentation, incorporating any feedback received during the validation process. The presentation should be clear, impactful, and ready for use at the PAGE event. 3.Deliverable 4: Online Participation in PAGE Event -Summary Presentation: Deliver a summary presentation of the policy brief’s key findings at the PAGE event, scheduled for October/November 2024. This presentation will be conducted online and should effectively communicate the main insights and recommendations to a broad audience, including policymakers, industry leaders, and international partners.

Qualifications/special skills

University degree (Bachelor’s Degree) in Economics, Public Policy, or a related field is required. −Advanced university degree (Master's level or above), in Environmental Economics, Public Policy, or related field is desirable. −Courses or certifications related to inclusive green economy policy is desirable. −At least 5 years of proven experience in fields related to environmental economics or public policy is required. −Prior experience in policy analysis, particularly related to environmental and socioeconomic affairs is required. −Experience in drafting policy documents and presentations for high-level audiences is required. −Experience in the field of Green Economy and International Trade is desirable. −Strong analytical skills and familiarity with Argentina’s economic landscape and trade policies is desirable.
