Job organizational context

A new Culture and Diversity team is being established in the Office of the Executive Director in New York headquarters (NYHQ). This team will oversee, monitor, coordinate, and support implementation of all of UNICEF’s efforts to become a more diverse, equitable and inclusive organization both in its programming, advocacy, and partnerships for children, and for its own workforce, and in its internal operations.

The Senior Adviser (DEI) will coordinate and oversee the organization’s diversity, equity, and inclusion (DEI) work, in collaboration with the Culture and Diversity team, the Global Staff Association, Employee Resource Groups, the Division of Human Resources, and other key stakeholders.

The position will be based remotely/at home for the first year, with some travel to NYHQ and other UNICEF offices, before being established at a duty station to be determined in the Global South in subsequent years.

The role of the Senior Adviser (DEI) is primarily technical and covers both programmatic and human resources (i.e. workforce) technical areas. Advocacy and coordination roles serve as a secondary function. The Adviser provides authoritative technical guidance/operational support throughout all stages of programming to facilitate the management and delivery of results contributing to DEI in alignment with the human rights based approach to programming (HRBAP) for children. The Adviser also provides technical advice and expertise to all aspects of human resources or people management, from a DEI lens. The Adviser supports the implementation of all aspects of the accepted Recommendations from the internal Task Team on Anti-Racism and Discrimination.

How can you make a difference?

1. Management and/or advisory support to UNICEF senior leadership

  • Actively work to ensure strategic inclusion of DEI in all relevant programming and management systems and processes
  • Provide technical advice, expertise, and cutting-edge best practice inputs on DEI to UNICEF leadership bodies, such as the Global and Regional Management Teams; and to inform the work of relevant stakeholders such as the Division of Human Resources, Division of Global Communications and Advocacy, etc.
  • Lead and coordinate implementation of the recommendations from the internal Task Team on Anti-Racism and Discrimination, ensuring regular, effective, and transparent monitoring and reporting to stakeholders

2. Programming technical advice on DEI (including emergency contexts)

  • Provide technical advice to UNICEF offices on evidence-based programming from a DEI lens, including on integration of DEI into country programming phases, including strategic planning, Situation Analysis (SitAns), strategic moments of reflection, Country Programme Documents (CPDs), Country Programme Management Plans (CPMPs), mid-term reviews, extended annual reviews, programme component strategy notes, etc.
  • Support high quality reporting on DEI programmatic results across UNICEF
  • Strengthen the quality of research and evidence building on DEI related programming, bringing in the latest learning and insights from the field of DEI and development
  • Work with the Programme Group, Division of Analytics, Planning and Monitoring, the Office of Emergency Programmes and other stakeholders to promote application of the latest approaches and tools in DEI in their work

3. Management technical advice on DEI

  • Provide technical advice to UNICEF offices on all aspects of people management from a DEI perspective, including how to strengthen the design and impact of efforts designed to bring more diversity and inclusion to recruitment, learning, career development, talent management, managing performance, etc., using an intersectional approach
  • Work with the Division of Human Resources, the Global Staff Association, Employee Resource Groups and other stakeholders to promote adoption of the latest approaches and tools in DEI in their work

4. Advocacy, networking and partnership building

  • Actively represent UNICEF in relevant coordination bodies at the global inter-agency level
  • Liaise and consult with external partners (civil society, NGOs, UN Agencies, private sector) to identify areas for convergence, and develop and reinforce partnerships in DEI as appropriate (including opportunities for funding for UNICEF’s DEI efforts)
  • Build strategic alliances for DEI equality with various partners, including institutional links with UN agencies and other relevant entities
  • Lead mapping of potential new partnerships and leverage existing partnerships related to DEI
  • Work with the Division of Global Communications and Advocacy, the Division of Private Fundraising and Partnerships, the Division of Public Partnerships, and other stakeholders to promote adoption of the latest approaches in DEI in their work

5. Innovation, knowledge management and capacity building

  • Support documentation and sharing of experiences in DEI programming and people management, including good practices and lessons learned
  • Bring best practices in DEI programming and management to the attention of UNICEF colleagues at different levels
  • Support management and HR in the development of systems, tools and processes that enable staff members and external partners to enhance their understanding and adoption of DEI sensitive behaviors and to support implementation of the Recommendations from the internal Task Team on Anti-Racism and Discrimination

To qualify as an advocate for every child you will have…

Education:

  • Advanced university degree (Masters or higher) in the social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), public policy, public administration, international development, or in an area relevant to UNICEF’s sectoral work (e.g. Health, Nutrition, WASH, Education, Child Protection, Social Inclusion, HIV/AIDs, etc.) or a bachelor’s degre with additional two years of relevant DEI experience in lieu of the advanced university degree.
  • Academic credentials in DEI (degree, certification, courses completed, etc.) are assets.

Experience:

  • Minimum ten (10) years of progressively responsible professional experience and demonstrated track record of having undertaken substantive DEI work (people management/organizational culture or programmatic)

Language Requirements:

  • Fluency in English is required, and fluency in another language is a strong asset.

Technical knowledge:

  • Wide knowledge and understanding of the latest DEI practices and focus areas
  • Strong substantive, technical, programmatic and research skills in DEI
  • Substantive knowledge and experience integrating DEI into programming, including needs assessment, programme implementation and monitoring
  • Strong technical expertise and experience in application of DEI approaches to people management/human resources in large, complex organizations
  • Excellent written and oral communication skills, including an ability to write succinctly and clearly and speak in public forums compellingly and with confidence
  • High level of initiative and independence in ability to undertake complex tasks while proactively seeking relevant input, cooperation, and guidance from key constituents
  • Experience and demonstrated ability to motivate others and create and encourage a climate of team-work and collaboration across sectors and in a multi-cultural environment
  • Ability to make effective use of political processes to influence and persuade others inside and outside UNICEF and negotiate a desired direction and/or outcome
  • Ability to think outside the box, generate new ideas, approaches, or insights and develop innovative ways to undertake projects and initiatives, shape solutions to problems
  • Strategic thinker who can pull disparate ideas into a cohesive vision, strategy, plan that is positive and compelling for other to join, collaborate, and implement.
