*R**esearch indicates that students with special needs have greater difficulty than their peers transitioning into the world of work and are less likely to gain or retain employment. Students with disabilities are also more likely to be out of school than their peers without disabilities (United Nations, 2018). To ensure the right to work and to lead independent lives, the education system must create avenues to address systemic barriers encountered by students with disabilities. This includes the right to an inclusive education (CRPD, Article 24), raising awareness of the capabilities of persons with disabilities and partnering with the community to build post-school opportunities. Once actualized, the right to decent work provides essential benefits of well-being, dignity, and inclusion resulting in improved health outcomes, economic empowerment and independent living and poverty reduction (United Nations, 2018).*

The Jamaican MoEY’s own 2021 Policy on Special Education clearly identifies School to Work Transition (STWT) planning as a responsibility for all educators to support, and the Policy outlines a commitment to “provide guidelines for the development & implementation of STWT programmes for students with exceptionalities” This is based on the fact that the unemployment rate for PWD in Jamaica is estimated at 91.2% . The education system must therefore be the primary agent in creating workplace - ready individuals. Transition needs of students with disabilities vary, not only according to expressed interests and preferences of the individual; but also, in relation to diagnoses, disabling conditions and the extent to which these issues influence the range of services and support

How can you make a difference?

The consultant will execute the following:-

Deliverables

  • Review existing materials (including finalization of guidelines and manual for printing) structures, IIPs and develop inception report
  • Staging of sensitizations and trainings
  • Establish online repository
  • Train 150 youth in requisite social and vocational skills and certification necessary for independent living within their communities
  • Final Report

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Special Education, Education
  • A minimum of five years of relevant professional experience in the field of special education
  • Experience in development and facilitation (organization and coordination) of trainings is considered an asset
  • Knowledge of the working of the education and special education sectors in Jamaica is considered an asset.
  • Knowledge of the creation and operation of online repositories and databases is considered an asset
  • Fluency in English (oral and written) is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
