How can you make a difference?

Objectives:

Under the direct supervision of the Social and Behaviour Change Specialist, the Finance Officer will accomplish the following objectives:

  • Guided by the do’s and don’ts in the payment processes related to the Social and Behaviour Change activities, the officer will provide close technical assistance to the provinces and municipalities and report the information to the UNICEF Angola, anticipating eventual challenges that could block or delay the payment processes.

  • Work with the provincial partners in a positive and good way, focused on the processes that needs to be implemented to reach children under 5 years old and their caregivers during the vaccination rounds.

  • Coordinate with the Social and Behaviour Change focal points in all 18 provinces and obtain payment list information to minimize delays and disruptions to campaign activities.

  • Consolidate Payment list information in excel by payment batches ensuring all IBANs have the required number of digits, report any discrepancies and follow-up with Polio Campaign focal points in a timely fashion. This will include review and validate the accuracy of all IBANs using the PS2 excel file. Request for correct IBAN numbers that do not match the threshold or fail. A digital platform, if available, can also be used to revise mobilizer’s names and their related IBAN.

  • Consolidate and submit the validated payment file to Finance for processing, follow-up and provide payment status update to mobilizers’ focal points and other relevant stakeholders.

  • Process and fill out the MDM form information for vendors that are not registered in Vision UNICEF system, submit the form to the MDM focal point and ensure follow up.

  • Coordinate and share with Finance the schedule of payments to be processed on a daily basis and ensure follow up.

  • Adhere to all relevant financial regulationsmaintain a high standard of compliance throughout the campaign.

  • Collaborate closely with the Social and Behavioural team to streamline financial processes and address any challenges encountered during the campaign.

  • Document and file relevant supporting information, such as invoices, receipts, or correspondence related to the payments for audit purposes.

  • Document in a 4-5 pagers all the steps, errors and corrective measures brought during the polio campaign on financial transactions to serve as lessons’ learned to update the “mobilization guide” for the polio campaign and for future similar activities.

  • Ensure transparency and accountability in all transactions.

To qualify as an advocate for every child you will have…

  • An advanced university degree/diploma in Accountancy, Administration, Management
  • Computer literacy – good knowledge in excel required.

    • 3 years’ experience in payment processing

    • Organizational skills to manage multiple payment transactions simultaneously.

    • Problem solving, prioritisation and adaptability skills essential.

    • Experience working with UNICEF, or another UN agency is an asset.

    • Experience working with Vision UNICEF financial system an asset.

    Language Proficiency

    • Fluency in Portuguese is essential.

    • Fluency (oral) in national language is an asset.

    • Working knowledge of English is advantageous

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
