Goal

To support the Angola MoH in estimating the required resources for the implementation of the National Immunization Strategy (NIS) using the NIS.Cost application, and in conducting the financial analysis.

Objective The objective of this consultancy is to support the international costing consultant to conduct a comprehensive costing exercise for the National Immunization Strategy (NIS) of Angola. The costing will provide accurate estimates of financial requirements to implement priority strategies and achieve long-term immunization coverage targets aligned with Immunization Agenda 2030 (IA 2030). The exercise aims to support strategic planning, budget allocation, and resource mobilization for sustainable immunization programs.

Scope of Work 1. Review of NIS Documentation: Conduct a thorough review of existing documentation related to the National Immunization Strategy, including strategic objectives, priority interventions, and related risk mitigation measures. 2. Stakeholder Consultation: Engage with key stakeholders involved in the development and implementation of the NIS, including government agencies, health officials, development partners, and other relevant stakeholders. 3. Costing Methodology Development: - Support the international costing consultant to develop a detailed methodology for costing the NIS, ensuring alignment with international standards, best practices in immunization program costing and NIS.Cost App. - Define data collection tools and cost categories (e.g., personnel, vaccines, logistics, training) and establish cost drivers for each category. - Support the validation of the methods of estimation with the stakeholders 4. Costing Exercise Execution: - Facilitate the collection of data that will be used to estimate the resources required for the implementation of activities within the framework of the national immunization strategy in collaboration with the Ministry of Health, the Ministry of Finance and any partners supporting immunization in the country - Support the lead costing consultant to use the NIS.Cost application to estimate the resources required in collaboration with the technical groups, - Collect and input data on budgets and available financing to inform financial analysis for the NIS - Estimate the financial resources required to implement the NIS over the strategic planning period, considering both recurrent and capital expenditures. - Utilize validated costing tools and models to calculate costs for priority strategies and interventions identified in the NIS. - Validate the results of the costing exercise with the stakeholders 5. Financial Analysis: - Support the lead costing consultant to conduct a financial analysis to identify funding gaps between estimated resource requirements and available budgetary allocations. Human Resources United Nations Children’s Fund - Work with the lead consultant to provide recommendations for resource mobilization strategies to bridge identified funding gaps. - Facilitate stakeholder validation and budget dialogue of the resource needs estimates and financial analysis 6. Reporting and Presentation: - Support the lead consultant to prepare a comprehensive report documenting the methodology, findings, and recommendations from the costing exercise. - Present findings to stakeholders, including clear explanations of cost estimates, financial implications, and proposed resource mobilization strategies. 7. Capacity Building: Provide capacity building and training to relevant stakeholders on the methodology used for costing the NIS, ensuring sustainability in future costing exercises. 8. Quality Assurance: - Ensure the accuracy and reliability of cost estimates through rigorous validation and sensitivity analysis. - Incorporate feedback from stakeholders to refine and finalize the costing report and methodology.

To qualify as an advocate for every child you will have…

    1. University degree in one of the following fields: health economics, economics, public health, business administration, statistics, international health, or another relevant technical field.
    1. Minimum of three years of professional experience in health economics or public financing
    1. Strong quantitative skills
    1. Work experience in Angola or Mid-income countries
    1. Experience in public finance management
    1. Experience in cost analysis of health interventions
    1. Experience in economic analysis of immunization services
    1. Excellent interpersonal skills to develop and maintain good working relationships
    1. Ability to communicate effectively with a range of audiences
    1. Computer skills and familiarity with costing tools

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
