Org. Setting and Reporting The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all peacekeeping and special political missions around the world as well as to other UN Offices, Agencies Funds and Programs..

The position is located in the Justice and Corrections Standing Capacity (JCSC), based in the United Nations Global Service Centre (UNGSC) in Brindisi. While Brindisi is a family duty station, the incumbent may be deployed to “D” and "E” non-family duty stations for several months at a time. The incumbent will report to the JCSC Team Leader when not deployed or as per mission structure, to the Head of the Justice or Rule of Law component when deployed. Upon authorization of the Under-Secretary-General for Peace Operations, this capacity deploys to field missions on short notice to: (i) start-up rule of law and/or justice components in new United Nations field operations (including participating in pre-mission planning); (ii) reinforce existing United Nations field operations in providing assistance and support to national authorities in the area of justice, and (iii) undertake operation assessments and mapping of the national justice systems, as well as evaluations of activities and programmes conducted by the justice components of peace operations. When deployed at the request of other United Nations departments, programmes, agencies or funds or, of the Global Focal Point for the Rule of Law, s/he shall follow the respective reporting structures and be guided by the strategic and operational directives of the relevant department, agency, fund or programme.

Responsibilities Within delegated authority, the Rule of Law Officer will be responsible for the following duties: - Fulfil the start-up function of the JCSC: The incumbent may be included in pre-mission planning and assessment, including participation in Inter-Agency Technical Assessment Mission and assistance in strategic and operational planning in the context of the Integrated Mission Planning Process (IMPP), and the Integrated Strategic Framework (ISF). - Develops and implements joint UN programme documents, programmatic and other funding proposals and implementation plans, concepts of operations and concepts of operations and other planning tools for United Nations rule of law components; identifying profiles required in the rule of law area, recruiting national and international staff, and building up and leading justice support teams at the start-up phase of a mission component. S/he may also assist in the establishment of an early coordination mechanism and may be called upon to provide technical advice to the rule of law sector, working closely with the Standing Police Capacity (SPC), and relevant mission components, e.g. human rights, SSR, DDR, etc. - The incumbent may also be deployed to: (i) existing, evolving or downsizing peacekeeping operations facing staffing gaps or surge needs to provide targeted and time-limited advisory support to rule of law components; (ii) to undertake operational and strategic assessments and preparing UN rule of law programme documents, funding proposals and rule of law transition plans, including concrete implementation plans, as well as reviews of activities and programmes conducted by the justice and corrections components. - Participate in de-briefings on deployments, write after-action reviews, participate in training and other professional development activities, prepare for the next deployment and contribute to the development of lessons learned, best practices studies and training programmes.

While deployed to a field mission: - Implements and advises on the legal framework institutional reform of the judiciary, prosecution service and law enforcement agencies and legal representations or aid. - Provides policy and operational advice to senior management specifically on strategic assessment, programme design and management, assists in programming related activities at the national level and handles a wider range of multi-disciplinary, complex and often sensitive and/or conflicting matters involving issues pertaining to criminal justice policy, national security policy, reform of the security sector and reform of the rule of law system and related institutions. - Provides innovative technical advice and assistance to local commissions and other stakeholders within the international community located in Host country to ensure cohesive and coordinated programme delivery. - Contributes to the development of the rule of law strategic plan and policy-making framework including joint UN programmes, programmatic funding and other rule of law proposals and operational plans for their implementation in the context of the mission's mandate and assist in the day-to-day coordination of key activities with other mission components (e.g. corrections, human rights, political affairs, policy, gender, child protection, etc.) and UN entities. - Takes the lead in conducting programme activities in areas of concentration to include advising and mentoring national counterparts, facilitating and organizing workshops and consultations, supporting national criminal justice system organization, training of national actors, if required. Prepares, in coordination with relevant stakeholders, rule of law transition plans. - Supports and participates in national level coordination, planning and/or reform processes and donor coordination, to include supporting the completion of major reviews of the justice sector and the development of long-term national strategic plans. - Directs and manages teams, as required; develops and trains staff under her/his supervision. - Ensures effective knowledge management and information sharing, including developing a culture of respect for, and inclusion of, local actors in all judicial and legal system initiatives. - Takes the lead in identifying, establishing and maintaining contacts and partnerships with other actors (national and international) in assigned areas of responsibility with a view to pursuing work programme objectives and ensuring participation in and effective integration of ideas in the planning and implementation of rule of law activities. - Performs programmatic and administrative tasks necessary for the functioning of work unit, including contributing to the preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates. - Performs other related duties as required.

Education An advanced university degree (Master's degree or equivalent) in law is required. A first-level university degree in any field, with a bar qualification or equivalent, in combination with two additional years of relevant legal experience may be accepted in lieu of an advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional experience in the rule of law field (including focus project/programme design) is required;

A minimum of one year of experience providing technical assistance for the development or reform of legal and judicial institutions in a transitional, developmental or post-conflict setting, outside the applicant's country of nationality is required.

Experience in Programme and Project Management is required.

Experience working with investigation and prosecution of serious, including international crime, is desirable.

Experience in drafting official correspondence is desirable.

Experience in recruitment and leading rule of law support teams is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (both oral and written) is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This is a General Temporary Assistance (GTA) post. It is available until 30 June 2022. Any further extension is subject to availability of funding.
