The Regional Bureau, Cairo (RBC) covers 15 Country Offices (COs) across the Middle East, North Africa and Eastern Europe regions serving more than 35 million people, which constitutes almost one third of WFP's global beneficiaries. WFP operations in RBC have in recent years seen a considerable increase in operational scope and requirements. This is mainly attributable to emergency response serving those impacted by conflict, violence and displacement. Most beneficiaries in the region are assisted through unconditional resource transfer activities such as general food distribution through in-kind and cash-based transfers, followed by school meals and nutrition activities. The Regional Security Unit (RSU) is responsible for advising the Regional Director and RBC management on strategic, contextual, and operational risks that may affect staff, premises, activities, and assets. The RSU also supports Country Directors and CO management in the establishment of security structures that enable the implementation of activities in adherence with the United Nations Security Management System (UNSMS) and the WFP Security Policy and Framework of Accountability. Under the supervision of the Senior Regional Security Officer (SRSO), the job holder will play a vital role to provide technical support services to the RSU utilizing specialized processes, tools and platforms related to the WFP security set standards.

Under the direct supervision of Risk Management Officer – WFP RBC , the National UN Youth Volunteer will: • Support in establishing and maintaining the internal filing system of the risk management unit (RMU).; • Assist in organizing meetings, workshops, seminars, and general project events such as APP/Annual performance plan and RR/Risk register. • Coordinate and oversee the day-to-day implementation of the RMU tasks and duties. • Support of Focal Points and Risk Advisors to receive and send all the incoming and outgoing information to/from the RMU respectively. • Assist RCA (Risk and Compliance Advisors) to develop annual, quarterly, monthly, and weekly risk and compliance report and updates on the progress of implementing controls. • Support the drafting of ad-hoc progress reports and thematic reports if required. • Keep tracking of all planning, midterm, and year-end exercises; and support the RCA to review and consolidate focal point’s inputs. • Participate in designing, developing, implementing, and coordinating systems, policies, and procedures. • Perform other duties as needed. • Communicate with Head of Units in the regional office to collect needed data to update the RMU database and dashboard.

Results/Expected Outputs: • Organize the meetings, workshops, seminars, and general project events such as APP/Annual performance plan and RR/Risk register for RMU; • Prepare checklists of the day-to-day implementation of the RMU tasks and duties; • Complete the process of receiving and sending all the incoming and outgoing information to/from the RMU respectively; • Drafting needed ad-hoc progress reports and thematic reports if required; • Update the risk and oversight database of RMU; • Update the risk and oversight dashboard; • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

The duty station will be Cairo, which is a family duty station with a wide range of services (health, education, and leisure) and good living conditions. Cairo (and Egypt) has long been a center of the region’s political and cultural life, with high levels of tourism. Like other similar cities, Cairo offers good quality of life in terms of access to shopping centers, banks, medical services, educational facilities, cultural events, etc.

The Arab Republic of Egypt has a unique geographical position in Northeast Africa, at the crossroads of Europe and Asia, on the Mediterranean and the Red Sea, and its connection to Sub Saharan Africa through the Nile Valley. The country is defined by desert and the Nile, the longest river on Earth. Egypt is bordered by the Gaza Strip and Israel to the northeast, the Gulf of Aqaba to the east, the Red Sea to the east and south, Sudan to the south and Libya to the west.

With over 90 million inhabitants, two-thirds of which are below 30 years, Egypt is Africa's third most populous country after Nigeria and Ethiopia and has the highest population in the Arab world's most densely populated areas, especially in greater Cairo, Alexandria, and other major cities in the Nile Delta. The country has witnessed significant political and economic changes since 2011. Through this transition, which includes periods of political unrest, the main income sources of the economy have been negatively impacted, particularly in the tourism sector, as well as revenues from the Suez Canal, oil and remittances from Egyptians working abroad, affected by the global economy. However, with the current political stability, tourism is getting improved, and touristic activities are going back to normal. UN staff are not directly targeted in Egypt and for the most are vulnerable to being in the wrong place at the wrong time. It is recommended to keep dwell time in the immediate vicinity of military, police and other prominent official installations to the minimum.
