Working with 194 Member States, across six regions, and from more than 150 offices, WHO staff are united in the shared commitment to achieve better health for everyone, everywhere. Together we strive to combat diseases – communicable diseases like influenza and HIV, and non-communicable diseases like cancer and heart disease. We help mothers and children survive and thrive so they can look forward to a healthy old age. We ensure the safety of the air people breathe, the food they eat, the water they drink – and the medicines and vaccines they need. Our primary role is to direct and coordinate international health within the United Nations system. Our main areas of work are health systems; health through the life-course; immunization; digitalization of health system; noncommunicable and communicable diseases; preparedness, surveillance and response; and corporate services.

This United Nations Volunteers (UNV) assignment is part of Pandemic Fund project, which implementing by WHO Country Office in Kazakhstan. The COVID-19 pandemic emphasized the necessity in Kazakhstan to enhance all core capacities of International Health Regulations to reduce the risks of future outbreaks. The Pandemic Fund grant addresses critical challenges in Kazakhstan’s public health system, particularly in epidemiological surveillance, border control (it shares extensive borders with China, Kyrgyz Republic, Russia, Turkmenistan and Uzbekistan), laboratory safety, early detection and response, and staff training. The Strengthening the National Capacity for Pandemic Preparedness and Response to Infectious Disease Outbreaks Project brings together a collaboration across government ministries, partners, and civil society groups, led by the Ministry of Health (MOH). As the Project’s Implementing Entity (IE), WHO work closely with MOH technical working groups to achieve the Project’s objectives, including the National Centre of Expertise (NCE) of the Committee of Sanitary and Epidemiological Control and the Scientific and Practical Center for Sanitary and Epidemiological Expertise and Monitoring (SPCSEEM).

Under the direct supervision of the Technical Officer of WHE (WHO Health Emergencies) and Communication Officer, the UN Volunteer will undertake the following tasks:

• Based on existing data and evidence, develop relevant messages and materials (brochures, leaflets and posters including graphic design; animated videos; social media content), campaigns, and other initiatives, in languages and formats used by target audiences; • Supports data and evidence collection to identify key target audiences with a focus on at-risk and vulnerable groups; • Supports health advocacy and strategic communication activities to improve understanding and appreciation of the role and impact of WHO’s Health Emergencies Programme. • Make sure that the produced materials reach the target audience, arrange distribution of the prepared material to the regions of the country to the end user. • Monitor the performance of communication activities, including social media engagement metrics and media coverage. Prepare regular reports on risk-communication activities. • Assist the Pandemic Fund team in organizing events (prepare and printing the necessary materials, designing the location according to WHO branding, installing roll-ups and collecting them, taking photographs and video). • Assist Communication Team with translation of handouts and communication materials into Kazakh. • Performs any other related technical and communication duties, as required.
