Job Summary

The Human Resources Department(HRD) has a contractual vacancy for a Risk and Controls Officer to support its Risk and Controls function and other corporate initiatives related to personal data protection and enterprise risk efforts. Under the overall guidance of Division Chief, HRDBC (Business Process, Controls and Budget) and general supervision of Senior Risk Officer, this contractual Risk & Controls Officer develops and implements the internal control framework by driving a culture of accountability across HR business functions and processes.

Key activities include collaborating with and supporting stakeholders across HRD to develop and embed controls, establish and monitor key metrics on key risk and controls, and provide ongoing advisory guidance and increase awareness of HRD colleagues on risk management and best practices on controls.

Major Duties and Responsibilities

Under the general supervision and guidance of the Senior Risk and Controls officer, the successful candidate will:

  • Implementation and maintain the approved internal control framework within HRD, with a view to seek appropriate balance between flexibility and formal structures, while assisting in further refinement and enhancement.
  • Collaborate with HR business divisions to identify and assess potential areas of risk, designing and implementing proper control mechanisms.
  • Lead preparation and timely submission of HRD risk events reporting by working closely with HR Business groups.
  • Support risk reporting for HRD, review the design and implementation of corrective actions to address root cause of the relevant risks and adapting control procedures to prevent issues from recurring.
  • Support planning and preparing control forums to support discussion on risk themes, impact of corrective actions, improvement in risk posture.
  • Support the build out HR process risk entity universe, risk register and control repository which can be subject to periodic risks and control effectiveness monitoring.
  • Provide advisory support to HRD business divisions in developing business process and controls documentation
  • Lead and/or support periodic internal control assessments. Investigate and analyze the result of the control assessment and report to strengthen risk and control culture and accountability
  • Implement internal compliance programs for HR policy administration and/or HR programs leveraging HCM technology capability
  • Contribute to designing and implementing standards and tools to enable the internal control framework and assist with responding to external and internal audit requests pertaining to risks and controls.
  • Participate in other short-term projects, on an ad hoc basis as assigned in support of institutional risk management initiatives.
  • As required, liaise with other Fund departments, including Office of Internal Audit and Office of Risk Management to monitor and manage risks related to HR programs and transactions, including personal data protection policy and procedures

Specialized Skills and Knowledge

  • This role requires considerable conceptual, analytical and interpersonal skills, with the ability to work both independently and within teams.
  • A strong background in internal control evaluation, including systems control is required and operational experience with HR functions is helpful but not required.
  • E******xperience with Workday system is highly desirable, especially in building compliance report and applying HR, systems auditor and/or compliance administrator roles.**
  • Excellent verbal and written communication skills are critical, and the successful candidate must be able to communicate effectively and diplomatically with individuals from all areas and levels of the business and have the ability to adapt rapidly to the Fund’s HR policies and multitasking environment.
  • Proficiency in MS office applications (Word, Excel, Ppt, Visio, etc.) is required.
  • Strong project management skills and a strong operational focus is crucial and experience in process improvement and business improvement is desirable.
  • Good understanding of risk and controls, including COSO integrated internal controls framework and/or enterprise risk management.
  • Demonstrates ability to multi-task across multiple activities / small projects

Minimum Qualifications

Minimum qualifications for this role are:

  • Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in business, accounting, economics, finance, information technology, law, communications, organizational development, or a related field, or professional certification either as an Accountant (CPA or international equivalent) or as an Auditor (CIA or CISA); or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience.
  • A professional certification either as an Accountant (CPA or international equivalent) or an auditor (CIA or CISA), risk management or control assessment with commensurate experience is considered a distinct advantage but not required.

This is a one-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability and continuous business need.
