Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. In Tunisia, UN Women is currently working (among others) to support the Tunisian Government in its response to the COVID-19 pandemic. The Tunisian Government has responded to the COVID-19 outbreak with several immediate measures. It has implemented an emergency plan by injecting liquidity to ease cash flow pressures on enterprises, funding lines to compensate for lost wages due to technical unemployment, alleviation of financial and tax burdens, and one-off cash transfers to households working in the informal sector, who are not covered by any social assistance program and who are vulnerable to shocks. Despite all these efforts, it is often difficult to identify and reach these households and vulnerable groups of society, which are in a precarious situation from the onset and risk to be left behind. It is within this framework that UN Women seeks to ensure the gender-sensitivity of the socio-economic response and stimulus packages in Tunisia by gathering evidence and sharing it with the Tunisian public and authorities. One avenue for this work is a joint program between UNWOMEN, UNDP, UN-HABITAT, and WPF on “Strengthening social protection and economic relief systems for vulnerable and marginalized segments of the population as a response to COVID-19 in Tunisia,” where UN Women is responsible for 2 results: 1. Gender-responsive macro-economic policy solutions integrated into the legal normative frame-works and government socio-economic, financial, and fiscal measures; 2. Support the collection and analysis of sex- and age-disaggregated data in order to accurately identify the differential impact of the outbreak on the population. Under the general supervision of the Head of Office and working directly under the Programme Specialist and Project Coordinator, the expert will conduct a critical feminist analysis and recommendations based on the collection, review, and analysis of data pertaining to the gender-sensitivity of the socio-economic response and stimulus package to COVID-19 in Tunisia and of existing analyses and reports on the subject matter. The objective of the Assignment: The main objective of the consultancy is to have an understanding of the gender-sensitivity of the socio-economic response and stimulus package to COVID-19 in Tunisia and of existing analyses and reports on the subject matter as well as clear recommendations to policy-makers, public authorities, civil society actors, and international partners to secure and improve the gender-sensitivity of measures and analyses in response to COVID-19.

Duties and Responsibilities

Data collection/review

  • Collect and review data and information pertaining to the socio-economic response and stimulus package in response to COVID-19 in Tunisia (review of policy documents and budgets from national and international actors; interviews with specialists in Tunisia).
  • Collect and review data and reports produced by the different national and international organizations analyzing the socio-economic response and stimulus package in response to COVID-19 in Tunisia.

Analysis and reporting

  • Carry out a gender analysis of the above-mentioned data sources to identify strengths and gaps.
  • Develop a user-friendly report with clear (policy) recommendations for national and international actors to secure and improve gender-sensitivity based on the analysis.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in gender studies, law, economics, sociology, or other related fields. (10 points).
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A Ph.D. in the subject matter is an advantage.

Experience

  • A minimum of 15 years of experience in conducting feminist analysis at the intersection of gender and economics. (30 points)
  • Proven experience in developing policy recommendations. (10 points)
  • Proven experience working on gendered economics in development settings. (10 points)
  • A minimum of 15 academic publications with a gender lens related to economics or development. (10 points)
  • Previous experience working with UN agencies is considered an advantage.
  • Previous experience working on COVID-19 or similar crises and gender is a strong advantage.
  • Previous experience working on Gender-Responsive Budgeting is a strong advantage.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of French or Arabic is an asset;

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation (70%, 70 points) split such as:

  • Education: 10 points
  • Experience: 60 points

Financial Evaluation (30%, 30 points): The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
