Result of Service

  • Comprehensive legal and policy analysis produced, clearly identifying gaps in national legislation and institutional practices in relation to CRPD obligations. - Concrete, actionable recommendations developed and shared with national authorities to guide disability‑inclusive legal and policy reforms. - High‑quality technical inputs integrated into ongoing reform processes - Policy frameworks, implementation plans, and monitoring mechanisms updated or influenced through expert inputs ensuring alignment with CRPD, UNDIS, and international human rights standards. - Disability rights effectively mainstreamed into legislative and policy drafting across sectors. - Consultations, workshops, and training sessions conducted, resulting in improved knowledge and skills among government institutions, OPDs, civil society actors, and UN partners on disability rights and inclusive governance. - Effective liaison and coordination established with line ministries, parliamentary committees, OPDs, legal experts, and other stakeholders involved in disability‑related reforms. - Increased coherence and alignment in national efforts to advance disability inclusion and CRPD implementation. - Advisory inputs provided across OHCHR and UNCT programmes leading to improved integration of disability rights in monitoring, reporting, advocacy, and stakeholder engagement. - Disability inclusion reflected more systematically across planning and programmatic documents. - Analytical reports, policy briefs, and technical notes produced and disseminated, supporting OHCHR’s advocacy on disability‑inclusive governance, access to justice, and human rights protection. - Improved visibility and impact of OHCHR’s disability inclusion portfolio at national level.

Duties and Responsibilities

  • Provides specialized technical expertise on disability inclusion, including alignment with the Convention on the Rights of Persons with Disabilities (CRPD), UN Disability Inclusion Strategy (UNDIS), and international human rights standards. - Conducts legal and policy research to assess the compliance of national legislation, policies, and institutional practices with CRPD obligations, and identifies gaps and opportunities for reform. - Prepares analytical reports, briefs, and policy notes, including recommendations to strengthen disability-inclusive governance, access to justice, and human rights protection mechanisms. - Supports the design and facilitation of consultations, workshops, and capacity‑building activities with government institutions, organizations of persons with disabilities (OPDs), civil society, and UN partners. - Liaises and coordinates with national stakeholders, including line ministries, parliamentary committees, national stakeholders, OPDs, and legal experts involved in disability-related reforms. - Drafts contributions to legal reform processes, including inputs to draft laws, policy frameworks, implementation plans, and monitoring mechanisms, ensuring disability rights are mainstreamed throughout. - Provides advisory support on mainstreaming disability inclusion across OHCHR and UNCT programming, including monitoring, reporting, advocacy, and stakeholder engagement. - Contributes to project implementation, including planning, documentation of activities, monitoring of progress, and reporting to OHCHR. - Performs other related duties as required, in support of OHCHR’s mandate to promote and protect the rights of persons with disabilities.

This consultancy is located within the Office of the High Commissioner for Human Rights (OHCHR), Tunisia Country Office, Tunis. The consultant will work under the supervision of the Representative.
