Duties and Responsibilities The United Nations Human Settlements Programme (UN-Habitat), is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The Regional Programmes Division is one of UN-Habitat’s pillars. It includes four (4) regional offices (Africa, Arab states, Latin America and the Caribbean, and Asia and the Pacific) supported at the HQ, Nairobi, by a “Coordination Office” reporting direct to Director, RPD.

Through the regional offices headed by Regional Representatives, the “Division” oversees the work of several country-offices (COs) and multi-country offices (MCOs) in developing countries, including LDCs. RPD therefore is on the frontline of UN-Habitat’s operational work, delivering closest to the beneficiaries by advising national and local governments in the formulation appropriate policies and legislation favorable to sustainable urban development, as well providing operational support addressing the most urgent needs of vulnerable populations. It’s primary role is to ensure that human settlements problems are placed on the national and local agendas aligned with the UN Common Country Assessment (CCA) and UN Sustainable Development Cooperation Frameworks supported by UN Country Teams (UNCTs). RPD supports planning, implementation and monitoring of regional programmes and country activities. It operates as a “one-stop office” for liaison and interaction between strategic and normative units at HQ (mainly GSD and ERSKID) on one hand, and regional offices and their constituencies, on the other hand. The collection, aggregation and processing of regional data, updates and inputs for trends analysis and policy guidance remains at the core of RPD work.

Duties and Responsibilities

Reporting line Under the overall supervision and oversight from the Senior Coordination Officer, the incumbent will be required to perform the following functions:

  • Develop a spatial data base of UN-Habitat’s global, regional and country presence with the aim to drawing an updated map, which is up to date, simple and user-friendly to inform a wide range of interested users on where UN-Habitat’s field teams are located, operating and what they are doing, since when, under which term, and – if possible, what they have achieved. This includes: i.Liaising with relevant work units at HQ, regional and field offices for the collection of updated information on the office typology, past and ongoing activities etc. ii.Verification and validation of the existing and newly collected data with relevant offices, e.g legal office, MACS, regional representatives etc. iii.Regular briefing on status and progress to RPD.

  • Create report on collected data and updates on UN-Habitat’s participation in Common Country Assessments (CCAs) and United Nations Sustainable Development Cooperation Frameworks (UNSDCFs), including results, impacts and outcomes. This includes: i. Build the system for quarterly regional updates on CCA/CF for ascertaining the type and degree of UN-Habitat in-country engagement with UNDS reform. ii. Build the system to update the interactive table of UN-habitat’s engagement with CCA/CF iii. Regular briefing on status and progress to RPD.

  • Generate report on data collected and updates on UN-Habitat’s support to LDCs and SIDS in mainstreaming South-South and Triangular Cooperation, its results, impacts and outcomes.

  • Design a reliable, handy and effective database for RPD for use by projects managers and Agency-wide starting with the Regional Offices and Country Managers.

  • Develop a technical presentation of the tool and testing processes for quality control and adjustments.

  • Assume any other responsibilities and duties as instructed by the supervising officer in RPD.

    Qualifications/special skills Advanced university degree in ICT, computer science, information technology, or affiliated fields. or a related field is required. Minimum 5 years of proven experience in projects development, research and documentation, preparation of planning materials (briefs, maps and graphical material using computer assisted design tools), trainings etc is required. Experience in activities of the United Nations, both in field projects and policy dialogue with stakeholders is desirable. Self-motivated, critical thinker and the ability to thrive in a team environment. Strong client-services orientation with excellent communication skills to non-technical staff. Ability to work with minimal supervision and a high level of resilience is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, both oral and written, is required. Knowledge of another official UN language is an added advantage.
