Org. Setting and Reporting

The ICAO Western and Central African (WACAF) Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate international organizations and regional bodies and United Nations (UN) Agencies and Programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The Regional Office also provides Member States and stakeholders with technical guidance and assistance for implementation of Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPs) and aviation safety and air navigation plans. The importance of the Regional Office’s role in providing implementation support has been reiterated with the ICAO No Country Left Behind (NCLB) initiative that also contributes to the attainment of UN Sustainable Development Goals. Within this framework, the Regional Officer, Flight Safety - Aircraft Accident and Incident Investigation (RO/FS-AIG) deals with and is accountable for the work on all matters pertaining to Aircraft Accident and Incident Investigation (AIG) for the Western and Central African States. She/He reports directly to the Regional Director through the Deputy Regional Director, under whose supervision the work is carried out. The Regional Officer, FS-AIG provides expert support in the field of Aircraft Accident and Incident Investigation (AIG) to States/Administrations in the WACAF Region. This includes, supporting initiatives related to Regional Accident Investigation Authority (RAIO) and Investigation Cooperative Mechanisms (ICM). In addition, she/he serves as technical adviser to the Regional Aviation Safety Group – Africa - Indian Ocean Region (RASG-AFI) and Africa Indian Ocean Air Navigation Planning and Implementation Regional Group (APIRG) contributory bodies on Aircraft Accident and Incident Investigation related subjects.

Responsibilities

Function1 (incl. Expected results) Assists States in the implementation of the provisions contained in Annexes 9 and 13, achieving results such as: • Support the implementation of the Regional Aviation Safety Plan, ICAO Standards and Recommended Practices (SARPs) and Procedures and related policies. • Follow up, foster and initiate actions aimed at achieving efficient and effective implementation by States of ICAO SARPs, with particular emphasis on Aircraft Accident and Incident Investigation. • Coordinate on initiatives related to Regional Accident Investigation Authority (RAIO) and Investigation Cooperative Mechanisms (ICM) with HQ and States, as required. • Advise States in the deployment and carrying out of investigations into aircraft accidents and serious incidents. • Identify, monitor and undertake follow-up actions on findings in the AIG fields. • Provide assistance to States with the objective of improving Aircraft Accident and Incident Investigation. • Keep abreast of current civil aviation developments. • Coordinate regional programmes and planning documents with HQ. • Identify technical cooperation opportunities and promote AIG-related technical cooperation projects. • Coordinate processes between AIG and other technical fields within the ICAO Secretariat. • Coordinate with States for the provision of aircraft accidents and serious incidents data to ICAO compatible with the ICAO Accident/Incident Data Reporting (ADREP) system. • Exchange and share information with the Member States and relevant agencies on accidents and serious incidents. Function 2 (incl. Expected results) Supports the implementation of the Global Aviation Safety Plan (GASP) and Regional Safety Strategies and Plans, as well as the work of the RASG-AFI and its contributory bodies, achieving results such as: • Support actions aimed at achieving efficient and effective implementation by States of Regional Aviation Safety Plan with particular emphasis on Aircraft Accident and Incident Investigation. • Support the implementation and monitoring of safety strategies and targets in accordance to the Global Aviation Safety Plan (GASP). • Collect data for monitoring the safety indicators related to Aircraft Accident and Incident Investigation, and maintain the performance dashboard up-to-date. • Provide technical assistance for the efficient functioning of the Africa-Indian Ocean Regional Aviation Safety Group (RASG-AFI) and its contributory bodies. • Support the implementation of AFI Plan and RASG-AFI initiatives related to Aircraft Accident and Incident Investigation. • Analyse and proactively assess States’ Universal Safety Oversight Audit Programme (USOAP) results on a regular basis in AIG and advise, as appropriate. Function 3 (incl. Expected results) Supports the effective implementation of the ICAO Technical Assistance & Technical Cooperation programmes/projects related to Aircraft Accident and Incident Investigation, achieving results such as: • Maintain liaison with international and regional aviation organizations, including Regional Accident Investigation Organizations in the Region; and coordinate collaborative efforts for the provision of required assistance to States. • Follow up on Aircraft Accident and Incident Investigation-related technical cooperation, technical assistance activities. • Identify potential projects and participate in technical support and evaluation missions for Aircraft Accident and Incident Investigation-related assistance activities. Function 4 (incl. Expected results) Supports the ICAO Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA), achieving results such as: • Provide support, on matters related to AIG, to the Portfolio Holder (PH) of the Regional Office in the management of the USOAP- CMA portfolio. • Provide guidance and assistance to States in the development and implementation of Corrective Action Plans (CAPs) to address specific findings identified through USOAP-CMA activities. • In coordination with ICAO HQ, support and participate to USOAP CMA activities, as applicable. Function 5 (incl. Expected results) Provides Secretariat support in meetings as required, achieving results such as: • Participate in, and/or serve as technical adviser at ICAO meetings, seminars and workshops related to Aircraft Accident and Incident Investigation and other meetings assigned by the Regional Director. • Organize, facilitate and support seminars and/or workshops aimed at developing capacity or addressing specific challenges. • Prepare working papers, reports, briefs, and correspondence on technical/operational Aircraft Accident and Incident Investigation -related subjects. • Represent ICAO at meetings of international organizations and provide consistent explanations of SARPs and global viewpoints. Function 6 (incl. Expected results) Performs other related duties, as assigned.

Education

Essential • A first-level university degree in aeronautical engineering, operations or in another aviation-related field, is required. A technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, or Airframe and Power Plant Technician Certification may be accepted in lieu of the first-level university degree. • Specialised aircraft accident investigation training. Desirable • An airline transport pilot licence (ATPL) with appropriate airline command experience; and • A completed USOAP CMA Computer Based Training in the field of expertise.

Work Experience

Essential • A minimum of seven (7) years’ experience as an aircraft accident investigator with a State accident investigation authority, is required. • Experience in providing training and/or conducting seminars and workshops in an aviation-related discipline, preferably related to international obligations and government regulation on Aircraft Accident and Incident Investigation, is required. • Experience working in a multi-national and multi-cultural environment, is required. Desirable • Experience working at the management level or in an advisory capacity in the area of Aircraft Accident and Incident Investigation, including involvement in project management and planning concepts, is desirable. • Experience as an Aircraft Accident and Incident Investigation Auditor within the USOAP-CMA Programme, is desirable. • Experience with the implementation of the safety management system, is desirable. • Experience participating in, and providing service to, international meetings, is desirable.

Languages

Essential • Fluent reading, writing and speaking abilities in English and French, is required. Desirable • A working knowledge of any other language of the Organization (Arabic, Chinese, Russian, Spanish), is desirable.
